The United States House of Representatives on Wednesday passed a State Department and foreign assistance spending bill that included an amendment forbidding the use of any funds to create, procure or display maps that depict Taiwan as part of the People's Republic of China.

美國共和黨籍聯邦眾議員帝芬尼（Tom Tiffany）今天在國務院撥款法案中，納入了一項修正案（Amendment） ，讓大家看看這個修正案原文，上面寫著：
None of the funds made available by this Act may be used to create, procure or display any map that depicts Taiwan, Kinmen, Matsu, Penghu, Wuciou, Green Island or Orchid Island as part of the territory of the People's Republic of China.
簡單說，就是未來「美國政府不得用這筆撥款，製作、採購或展示任何將台灣、金門、馬祖、澎湖、烏坵、綠島及蘭嶼畫成中華人民共和國一部分的地圖」。
這項修正案的提案人（Sponsors）還包括眾議院外委會亞太小組共和黨首席議員夏波（Steve Chabot），是的，就是今天以線上出席 #第一屆台美日國會議員戰略論壇 的友台議員。
在近年來眾多通過的友台法案中，這項修正案蠻特別的，如果該法案最後順利在參院通過並完成立法程序，這代表著，未來美國國務院內所看的到的世界地圖上，台灣跟中國會顯示為兩個國家。
在觀察台美關係時，通常美國「國會部門」會比美國「行政部門」走得更前面，一方面是因為國會議員代表民意，另一方面是許多在美台僑是美國主流社會的重要組成，也是選票及選戰金主的來源。
而這項修正案的特別或說創意之處，是美國國會部門讓美國行政部門未來在地圖展示上，必須要 #技巧性避開一中政策。
有趣的思考點是，在這項撥款法案之下，美國國務院內的印表機（只要印表機、墨水或紙張是用2022國務院撥款購買），能不能列印「將台灣顯示為中國一部分」的檔案呢？
這項撥款法案，目前只到眾院，未來還有參院及總統簽署，最後版本的文字會不會保留上述這項修正案，尚有變數。
