我認為接下來這半年，是美中關係的重大觀察階段。

首先要觀察的是，雙方的新任派駐大使。

川普在2020大選前夕換掉美國駐中國大使Terry Branstad，陣前換將是一個很不尋常的舉動，尤其是Branstad做了四年。而這個懸缺，目前預計是由國務院資深外交官Nicholas Burns接任。

在中國的部分，崔天凱從2013年起做了八年，已於今年上個月卸任，預計接任的同樣是職業外交官出身的秦剛。

換言之，美中兩國都換掉了做了四年跟八年的大使，接下來由新人上任。

這兩位新人，有個共同特色，就是皆為職業外交官出身。

秦剛很年輕，才55歲。坦白說，中共外交體系願意給年輕人機會，這點也值得肯定。崔天凱當年派駐美國大使為61歲。

值得注意的是，秦剛是禮賓司長出身。搞protocol出身的人，身段必定柔軟，外交禮儀做到全套。

這樣特質的外交官，會繼續 #戰狼外交 路線嗎？

我覺得不會。

其實崔天凱也並非戰狼外交特質的人。中共的戰狼外交，有名的就是趙立堅、耿爽及劉曉明等人。川普時期，龐畢歐對中國數度嚴詞批評，崔天凱在推特等公開社群媒體展現的，幾乎都是身段柔軟的態度。

而Burns也很特殊，他在柯林頓時期擔任過國務院發言人及駐希臘大使，在小布希時期擔任過駐北約大使。Burns的任命，代表拜登將把美中關係拉回職業外交官體系來處理，不會再像川普/龐畢歐時期那樣大鳴大放。

Burns的北約經歷，對中國來說是一個警訊。

為何？因為北約NATO最有名的精神就是北約憲章第五條關於集體防禦的條文：

The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all.

簡單說，你攻擊其中一個會員國，將被視為對全體會員國的攻擊。

拜登任命Burns來處理對中國議題，咸認是看重他在北約的經驗，以及與美國大西洋盟友的關係。

對中國而言，未來的美中關係處理，某程度上將必須在多邊架構下來處理。

另外，值得分享的是，華爾街日報在6/29有篇關於戰狼外交的有趣文章，標題是「中國想停歇戰狼外交，但國族主義不准」

China’s Effort to Tame ‘Wolf Warrior’ Diplomats Is Stymied by Nationalism

次標很有趣，它寫著：

「在百年黨慶前夕，中共試圖處理它在國內備受愛戴但同時在國外卻聲名狼藉的臭名。」

Nearing its 100th birthday, the Communist Party struggles to manage a contrast between its popularity at home and its stained reputation abroad.

我認為，中共某程度上已經注意到戰狼外交已經對中國的國際形象形成負債 (liability)，只是覆水難收，國族主義引燃的小粉紅恐怕不容許中國外交官在國際低聲下氣。習近平的百年黨慶演說，某程度上也是在安撫這些國族主義份子的不安。

小結一下，美中關係再來進行結構性盤整，雙方交由職業外交官體系來交手，多邊主義將扮演一定角色。

台灣社會看待對美關係，已不能再像川普時期那樣，動輒以放大特定人物的大內宣形式來看待。

翻聽Bob Dylan的《Desolation Row》湧起一股莫名的觸動，感覺就像走過了一條漫長的荒涼之路。頭兩句不知怎的讓我想到最近的香港：

They’re selling postcards of the hanging
They’re painting the passports brown

他們販售吊刑的名信片
他們把護照髹成啡色

然後我便分外留神聽接下來發生甚麼事：

The beauty parlor is filled with sailors
The circus is in town
Here comes the blind commissioner
They’ve got him in a trance
One hand is tied to the tight-rope walker
The other is in his pants
And the riot squad they’re restless
They need somewhere to go
As Lady and I look out tonight
From Desolation Row

美髮店擠滿了水手

我很喜歡這一種講故事的歌，因為這才叫做「吟遊」。當現在的歌失去了這種吟遊性，就空餘下一堆感質。我們已經不再用灰姑娘來形容負責打掃地方的女人，我喜歡這樣的形容，但設定跟原著是反轉的：掃完地，一到十二點，她就準時穿回自己的玻璃鞋。

然後已經好夜好夜了：

Now the moon is almost hidden
The stars are beginning to hide
The fortune-telling lady
