The US and China have very different histories and political systems. Perhaps one is a young country that wants everyone to be like them, while the other is an old country that believes no one else can be like them. But certainly their bilateral relationship is the most important in the world today.
Attitudes on both sides have hardened. In the US, there is growing belief that China has taken advantage of the US for far too long. In China, some feel that the US is trying to thwart China’s legitimate ambitions. Yet despite their differences, they need to work together, and with other countries – to strengthen globalisation, and not to divide the world into rival spheres of influence.
My thanks to Dr John Chipman, Director-General and Chief Executive of the International Institute for Strategic Studies (IISS) for inviting me to deliver the keynote speech last night at the Shangri-La Dialogue. US-China relations will define international relations for years to come. It is natural for two powers to compete, but it should not inevitably lead to conflict. We hope that they find a constructive way forward, so we may all progress together. – LHL
