Remarks by Legislator Lin Ching-yi
Minister Chen;
Honorable legislators and ministers;
Excellencies ambassadors;
Distinguished guests;
Ladies and gentlemen:
Good evening!
It is a great honor to attend this welcome reception hosted by the Taipei Cultural and Economic Delegation, Geneva Office on the occasion of the 70th World Health Assembly, and to be here with you all, speaking up for Taiwan’s continued participation in and contributions to global health security.
Taiwan has cultivated public health expertise for decades, and long promoted bilateral health projects in cooperation with diplomatic allies. Taiwan agriculture team help to improve the nutrition by import technology in agriculture, fisheries, and animal husbandry. Our medical team help to contribute the public health system, help to treat patients, and help to training the local health workers. We join the assistance during disasters, the South Asia tsunami, earthquake in Haiti, Nepal, Japan. Our professional team work with global partners in HIV, malaria and other communicated diseases. Taiwan implements the IHR since 2005, even WHO never recognize us caused of political intervene. We never absence in health missions in the world, and keep passion trying to do more for this world.
We deeply regret WHO keeps deny Taiwan, even refuse the invitation to this year’s World Health Assembly. We believe that Taiwan’s contributions to the international health system must not be ignored—and indeed, the failure to extend an invitation to us this year not only creates a gap in global health security measures, but also does nothing to further the cause of international disease prevention and control. Taiwan has long been a responsible stakeholder in the global health system, and the inclusion of Taiwan’s 23 million citizens under the WHO umbrella is an issue of health; it is not a political issue and should not be interfered with for any such reason. Taiwan is a small country, but we have 310,000 flights every year, 54 million transfer through our airports, this is twice of Taiwanese population! Taiwan’s inclusion in the WHO can help create a seamless system that prevents the spread of disease and ensures a healthier world.
In closing, I would like to express my sincere appreciation to our esteemed guests for your steadfast support of Taiwan’s participation in the WHO, and wish our delegation, led by Minister Chen, the very best of success. Thank you.

In 1905, the Qing Empire was on the verge of collapsing. In order to pacify the political turmoil at home, the Qing government plans to reform politics. In the name of creating China’s first Constitution, five high-rank officers, Zaize 載澤, DAI Hongci 戴鴻慈, XU Shichang 徐世昌, Duangfang 端方 and Shaoying 紹英 were sent to Japan and the West to survey their constitutional politics. Upon hearing the news, WU Yue, a revolutionary, fearing that constitutional monarchism would kill off true democracy, decided to stop the change. He bomb attacked the five officers in Zhengyangmen East Railway Station and he was killed. The “Diplomatic Credential Presented to the Great British Empire” and “Diplomatic Credential Presented to the Great French Republic”, collected by the National Palace Museum, were Diplomatic Credentials prepared for these diplomatic missions. Because of Wu's opposition, they remained in Forbidden City and then went to Taiwan. They witnessed the decline of constitutional monarchism and the rise of democracy in China.
