We survived 4 days of HBL, and today is also the start of PSLE. 💪

This time round, I never set up any schedule for the girls mainly because I wasn't very ready and since it's only 10 days 说长不长，说短不短. I have so much things not settle yet so I decided to let nature take its course. 🛶 船到桥头自然直。

Day time was pretty manageable, because the girls are busy with online work and homework. I prepare their snacks earlier which I shared on my IGS, or u can swipe left to see.

I started this in May which I shared on my blog (link in bio). Starting, they do not know how to control and finish the snacks before the "school" ends. Too bad no replenish. 😝
After awhile they get a hang of it and don't bother me about snacks, hungry etc.

They only keep calling me for IT stuff (no sound, no screen, change backgrounc) which is getting on my nerves especially when I'm trying to listen to my lecturer talking. 👹

It's not easy for us parents, it's also not easy for the kids.. although it seems like they are enjoying.. but occasionally they miss their friends, the social life they have and their emotions let out channel is greatly affected. Plus the uncertainty for those who are preparing for exam.

Sometimes not having a schedule, letting ourselves to relax awhile, it's good for our mental health.

Not sure how long this "one step forward, 2 steps back" restrictions will last.. 😅 it's good to rethink by changing our mindset so we can handle this pandemic better.

รู้จัก AUKUS ของสหรัฐ และการโต้กลับด้วย CPTPP ของจีน /โดย ลงทุนแมน
เรื่อง AUKUS เป็นประเด็นใหม่ที่คนทั้งโลกจับตา
สนธิสัญญา AUKUS เป็นข้อตกลงที่สหรัฐฯ และสหราชอาณาจักร จะสนับสนุนการสร้างเรือดำน้ำพลังงานนิวเคลียร์ให้แก่ออสเตรเลีย

คำว่า AUKUS ย่อมาจาก
Australia (AU)
United Kingdom (UK)
United States (US)

แต่รู้ไหมว่าสนธิสัญญา AUKUS ยังเกี่ยวข้องกับจีน และอาจทำให้เกิดความตึงเครียดในภูมิภาคทะเลจีนใต้ระหว่าง สหรัฐฯ กับ จีน มากขึ้น
เรื่องนี้น่าสนใจอย่างไร ลงทุนแมนจะเล่าให้ฟัง

สหรัฐฯ และสหราชอาณาจักร อ้างว่า การทำสัญญา AUKUS กับออสเตรเลีย เพราะอยากให้มีความปลอดภัยและสันติภาพ เพิ่มขึ้นในภูมิภาคอินโด-แปซิฟิก

แต่หลายประเทศ เช่น ฝรั่งเศส นิวซีแลนด์ มาเลเซีย และอินโดนีเซีย มองว่า สนธิสัญญานี้จะทำลายความสงบสุขในเอเชียมากกว่า เพราะอย่างที่รู้กันคือ สนธิสัญญานี้จะช่วยเพิ่มขีดความสามารถของกองทัพออสเตรเลีย

การที่ออสเตรเลียได้เรือดำน้ำพลังงานนิวเคลียร์ในครั้งนี้ ออสเตรเลียจะกลายเป็นประเทศที่ 7 ของโลก ที่มีเทคโนโลยีดังกล่าว

เรื่องทั้งหมดนี้ก็คงเป็นเพราะเหตุผลเบื้องหลังคือ สหรัฐฯ ต้องการคานอำนาจและท้าทายอิทธิพลของจีน ในเขตทะเลจีนใต้

แล้วสำหรับจีน มีมุมมองต่อสถานการณ์ที่เกิดขึ้นอย่างไร ?

จีนกล่าวหลังจากทราบเรื่องดังกล่าวว่า สหรัฐฯ นั้นใจแคบ และไร้ความรับผิดชอบ ที่อาจนำพาให้ประเทศอื่นเข้าสู่ยุคสงครามเย็น

และที่ทำให้ทุกคนประหลาดใจ หลังจากการแถลงข่าวเรื่อง AUKUS ได้ 1 วัน รัฐบาลจีนเลยเข้าร่วมข้อตกลงการค้าเสรี CPTPP ในทันที

แล้ว CPTPP คืออะไร ?

CPTPP คือ ข้อตกลงสำหรับประเทศที่อยู่ใกล้เคียงกับมหาสมุทรแปซิฟิก ในประเด็นเรื่อง การคุ้มครองทรัพย์สินทางปัญญา มาตรฐานแรงงาน และกฎหมายสิ่งแวดล้อม

จริง ๆ แล้ว CPTPP เกิดจากโมเดลของ TPP ที่สหรัฐฯ ออกแบบมา เพื่อกีดกันทางการค้ากับจีนโดยเฉพาะ ดังนั้นหลายคนคิดว่าจีนอาจไม่สามารถปฏิบัติตามข้อกำหนด CPTPP ได้เพราะติดเกณฑ์หลายเรื่องในข้อตกลง

แต่การที่จีนยอมเข้าร่วมข้อตกลง CPTPP นี้ นอกจากจีนจะทำการโต้กลับเรื่อง AUKUS แล้ว จีนคงเห็นอะไรบางอย่างที่จะได้ประโยชน์จากเรื่องนี้

โดยก่อนหน้านี้ ในสมัยที่ดอนัลด์ ทรัมป์ เป็นประธานาธิบดี สหรัฐฯ ได้ออกจากข้อตกลง TPP มาแล้ว ซึ่งการออกจากข้อตกลง TPP ในครั้งนั้นทำให้ขนาดเศรษฐกิจของประเทศทั้งหมดที่อยู่ในข้อตกลง ได้ลดลงจาก 27% ของ GDP โลก มาอยู่ที่ 15%

แต่การเข้ามาของจีนในครั้งนี้ จะทำให้ CPTPP มีขนาดใหญ่ขึ้นเป็น 30% ของ GDP โลก และมีประชากรรวมเป็น 1,900 ล้านคน หรือ 25% ของประชากรโลกเลยทีเดียว

แต่เรื่องนี้คงต้องติดตามกันอีกยาว ว่าจีนจะเข้าร่วม CPTPP ได้หรือไม่
เพราะตอนนี้หลายประเทศที่อยู่ใน CPTPP ก็ยังคงทำตัวไม่ถูก เนื่องจากในข้อตกลงนี้มีแต่ประเทศที่เป็นมหามิตรของสหรัฐฯ เช่น ญี่ปุ่น นิวซีแลนด์ และแคนาดา ในขณะที่ จีนนั้นอยู่ฝ่ายตรงข้ามกับสหรัฐฯ อย่างชัดเจน

ซึ่งน่าติดตามว่า พันธมิตรของสหรัฐฯ ในข้อตกลง CPTPP จะคิดเห็นอย่างไร ?

ประเทศสมาชิกใน CPTPP ที่ใกล้ชิดกับสหรัฐฯ โดยเฉพาะ ญี่ปุ่นและออสเตรเลีย มองว่าการเข้ามาใน CPTPP ของจีนเป็นภัยคุกคามต่อภูมิภาคแปซิฟิกมากขึ้น

สำหรับญี่ปุ่นยังมีกรณีพิพาทในทะเลจีนใต้กับจีน และนอกจากนั้นญี่ปุ่นเคยเจรจาเรื่อง CPTPP กับไต้หวันไว้ว่าจะยอมรับเข้าเป็นสมาชิก

ดังนั้นไต้หวันย่อมกังวลว่า ถ้าจีนได้เข้าร่วม CPTPP ไต้หวันจะถูกกีดกันในการเป็นสมาชิกของ CPTPP ในอนาคต

สำหรับออสเตรเลียเอง ก็ยังมีข้อพิพาทกับจีนเช่นกัน
โดยจีนได้เพิ่มอัตราการเก็บภาษีนำเข้าสินค้าจากออสเตรเลีย ซึ่งมีเจตนาเพื่อโต้กลับออสเตรเลีย หลังจากที่ออสเตรเลียเรียกร้องให้จีนออกมารับผิดชอบว่าเป็นต้นเหตุของโรคระบาดโควิด

อย่างไรก็ตาม ญี่ปุ่นและออสเตรเลีย อาจไม่มีอำนาจมากพอที่จะห้ามจีนเข้า CPTPP ได้
แต่ทั้ง 2 ประเทศก็คงใช้วิธีเน้นย้ำว่า จีนต้องปฏิบัติตามกฎเกณฑ์ของ CPTPP ให้ได้

ที่น่าสนใจก็คือ พันธมิตรของสหรัฐฯ ที่ยังไม่ได้อยู่ใน CPTPP อย่างสหราชอาณาจักร ก็ต้องการเข้าร่วม CPTPP เพื่อขายสินค้าเกษตรกับประเทศอื่นเพิ่มมากขึ้น หลังไม่มีข้อผูกมัดกับสหภาพยุโรปแล้ว

คำถามต่อไปก็คือ จีนจะปฏิบัติตามเกณฑ์ของ CPTPP ได้หรือไม่

โดยในข้อตกลง CPTPP จะเน้นเรื่องความเป็นเสรี และรัฐบาลต้องไม่ไปอุดหนุนรัฐวิสาหกิจเพื่อบิดเบือนตลาด

ซึ่งเรื่องนี้สอดคล้องกับรัฐบาลจีนเองที่มีแผนจะลดเงินสนับสนุนแก่รัฐวิสาหกิจ และดึงเอกชนเข้ามามีส่วนร่วม เพื่อผลักดันให้บริษัททำกำไรและดำเนินธุรกิจอย่างมีประสิทธิภาพ

นอกจากนี้ ประธานาธิบดีสี จิ้นผิง ยังได้ประกาศเข้าร่วมพันธกรณีข้อตกลงปารีส และยุติโครงการสร้างโรงงานถ่านหินในต่างประเทศ เพื่อช่วยลดมลพิษทางอากาศและแก้ปัญหาโลกร้อน

ดังนั้น กฎเกณฑ์ในการเข้าร่วม CPTPP ในประเด็นเรื่องรัฐวิสาหกิจ และกฎหมายสิ่งแวดล้อม ก็อาจจะไม่ใช่เรื่องยากสำหรับจีน

อย่างไรก็ตาม จีนยืนยันว่าการเข้าร่วม CPTPP ไม่เกี่ยวข้องกับเรื่องสนธิสัญญา AUKUS เพราะจีนต้องการความร่วมมือทางเศรษฐกิจ มากกว่าจะผลักดันให้เกิดสงครามเหมือนสหรัฐฯ

แล้วสหรัฐฯ มีท่าทีอย่างไร หลังจีนต้องการเข้าร่วม CPTPP ?

การร่วมมือของสหรัฐฯ ทางการทหาร ผ่านสนธิสัญญา AUKUS อาจไม่พอที่จะหยุดอำนาจของจีนในภูมิภาคอินโด-แปซิฟิก เพราะสหรัฐฯ ยังขาดบทบาทการเป็นผู้นำทางเศรษฐกิจในเอเชีย

ซึ่งนักธุรกิจ และสมาชิกในสภาคองเกรส ต้องการให้สหรัฐฯ กลับเข้ามาเป็นสมาชิก CPTPP ก่อนประเทศจีน เพื่อลดกำแพงภาษี และรองรับการเป็นสมาชิกของไต้หวันก่อนที่ทุกอย่างจะสายเกินไป

แต่ประธานาธิบดีโจ ไบเดน อาจจะไม่เข้าร่วม CPTPP ในทันที จนกว่าการปฏิรูปเศรษฐกิจภายในประเทศ หรือนโยบาย “Build Back Better” จะสำเร็จเสียก่อน

ซึ่งนโยบายนี้ กีดกันทางการค้าและเทคโนโลยีกับจีนในทางอ้อม ด้วยการส่งเสริมการใช้วัตถุดิบในประเทศและใช้สินค้าที่ผลิตโดยคนอเมริกัน

ซึ่งดูเหมือนว่า สงครามการค้า หรือ สงครามเทคโนโลยี ระหว่างสหรัฐฯ และจีน ตั้งแต่สมัยทรัมป์ ยังคงดำเนินต่อ เพียงแค่อยู่ในรูปแบบที่เปลี่ยนไป

และสำหรับประเทศที่เหลือบนโลกใบนี้ ก็ยังต้องปรับตัวให้อยู่กับ 2 ขั้วทางการเมือง ที่ไม่น่าจะมีวันมาบรรจบกันได้อย่าง สหรัฐฯ และจีน ไปอีกนานเป็นทศวรรษ..
