【EP65搭配服用地圖：阿拉斯加油管，與聯邦政府所屬自然保護區】

美國的自然保護區有許多種，分屬聯邦政府下轄的不同單位，除了我們最熟悉的國家公園管理局（National Park Service，簡稱NPS）之外，國家森林局（US Forest Service）以及國家魚類及野生動物管理局（National Fish and Wildlife Foundation）也擁有不少保護區，這些單位管理的土地全部加起來，面積相當可觀。

在阿拉斯加這個自然資源豐富的地方，保護區的面積當然也是相當廣大；然而如果我們把這些區域的範圍，跟阿拉斯加油管的路線套疊在一起，就會發現一個有趣的現象——這條油管竟然這麼剛好，閃過了所有的自然保護區，這究竟是巧合，還是冥冥之中有無形力量的安排？（<-類戲劇旁白模式啟動）

這當然不是巧合。事實上阿拉斯加的土地所有權一直是個讓人頭痛的問題，原住民權益、經濟利益與自然保育之間孰先孰後，對政府而言是個難題；一直到1970年代初期，為了盡快開始興建油管、挖石油發大財（誤），從原住民土地權開始，阿拉斯加的土地問題被一一解決，並且也規定了必須保留一定面積的土地作為保護區，也就是圖上看到的這些。

當然，這些保護區的出現大多是在油管興建之後，因此就順理成章地只劃入了還未被油管吞噬的地區，形成圖上這種「保護區碰到油管就會自動轉彎」的情勢。

話說看到這個地圖，真的讓人不由得聯想到墾丁國家公園範圍裡面，為了核三廠挖出來的那個洞啊 🤣🤣🤣 （有興趣的人可以去搜尋一下墾丁國家公園的地圖～）

一直以來，城市與國家公園彼此涇渭分明，互不相干，城市隨著工業化恣意地發展，而國家公園卻如同被軟禁的自然，淪為提供都市人娛樂、欣賞的後花園。但如果今日城市本身就是一座國家公園，是否有機會打破彼此之間的主從關係? 「國家公園城市」便是一個在城市中追求如同國家公園一般健康、永續且共生的概念，倘若城市管理者、居民對於都市生活的認知能如同身處野外一般，那麼城市就不應只是人類的庇護所，而是能與動物們分享的共同棲息地。

A defining feature is the widespread and significant commitment of residents, visitors and decision-makers to allow natural processes to provide a foundation for a better quality of life” (London NPC, 2015).
