海地總理昂利表示，台灣有能力在聯合國維護國際和平與安全，也在促進國際合作發展的倡議中發揮不可忽視的作用，他呼籲聯合國會員國考量台灣的訴求。

"I cannot end without inviting the member countries to consider the aspirations of the Republic of China (Taiwan), which is willing and able to play a non-negligible role in the initiatives of our organization, aimed at preserving international peace and security and promoting cooperation and development between nations."

今天我想來聊一下美國「不支持台獨」這件事。

上週，美國白宮印太事務協調官坎貝爾（Kurt Campbell），在一場由亞州協會舉辦的論壇中說了一句話：

「美國支持與台灣發展強有力的非官方關係，不支持台灣獨立。」

然後就有粉絲傳訊息問我：
「敏迪，為什麼美國要這樣說，難道我們只是政治下的犧牲品嗎？」
我們就來聊聊，國際關係下的 #虛和實。

其中有個人提到台灣的處境，他問了這樣一個問題：

我們對台灣的愛，到什麼程度算過頭？

以下是坎貝爾的回覆，我逐句翻譯

It’s a good question.
這是一個好問題

I will be careful here
我會很小心回答

We support a strong, unofficial relationship with Taiwan.
我們支持和台灣發展強而有力的非官方關係

We do not support Taiwan independence.
我們並不支持台灣獨立

We fully recognize and understand sensitivities involved here.
我們充分了解這議題有多敏感

We do believe that Taiwan has a right to live in peace.
但我們堅信台灣擁有和平的權利

We want to see it’s international role particularly in areas like vaccines, and issues associated with pandemic.
我們希望台灣可以在一些國際領域扮演重要角色，例如疫苗，和其他跟大流行有關的議題上。

They should have a role to play here.
台灣應該要有一席之地

They should not be shunned in the international community.
他們不該被國際社會避開

So I think it is a balance, but it is a balance that the United States accepts and supports.
所以我覺得現在是處在一個平衡點，而這個平衡點是美國接受且支持的。

We do very much support Taiwan’s dignity.
我們非常支持台灣的尊嚴（我找不到比尊嚴更好的詞QQ）

And we’ve tried to send a very clear message of deterrence across the Taiwan strait.
然而我們也已經試圖向台灣海峽發出威嚇的清楚訊息

And I must say, look, i’ll try to be careful here.
我必須強調，這個議題我必須要很小心

I just want to underscore that such an effort would be catastrophic
我只想強調，中國的努力將會是「災難性」的

上述就是坎貝爾一整段話的原音重現，
是我hen努力聽打出來的。

#只是再一次的戰略模糊
你有沒有注意到坎貝爾講了兩次「I will be careful here.」，因為「台灣獨立」，不是任何一個美國人可以講的。管他是川普還是拜登，誰都不能。一國的主權，是由那個國家自己主張，如果任何一國在旁邊幫忙說噢我覺得他們裡頭的分離主義份子應該要主張獨立，那就是真的「干預內政」。

美國對台灣的態度，一直以來就是「戰略模糊」（strategic ambiguity）。台灣要想辦法處理自己的主權，而美國能做的，就是確保「Taiwan has a right to live in peace」。有點像是台灣想要換件衣服，美國就想辦法擋在前面幫忙遮著，但要不要換衣服、換哪件，得台灣自己動手。

所以仔細想想，坎貝爾的這句話只是維持現狀，沒有更好，但也沒有惡化。而「維持現狀」，本來就是最佳解。不得不說啊，台灣有些長輩的想法還真有道理，現在氛圍多好，不用打仗，為什麼一定要去跟中國打。

現況對中國、台灣、美國來說，都是最佳解。
任何一個人動一步，破壞現狀，
那個人就是戰犯。

所以美國不可能主動說支持台灣獨立，我們不用對美國抱持著這種幻想。這也是為什麼台灣執政黨現在也不會隨便把「台灣獨立」掛在嘴邊。你看看當時陳水扁就任時也說：「只要中共無意對台動武，本人保證在任期之內，不會宣布獨立，不會更改國號，不會推動兩國論入憲，不會推動改變現狀的統獨公投，也沒有廢除國統綱領與國統會的問題。」

這句話開頭就有個最清楚不過的但書：只要中共不動，台灣就不會動。沒錯，這就是個一二三木頭人的賽局，誰先受不了動一下，另外一方的枷鎖就開了，自由回擊。所以那些說民進黨完全執政怎麼還沒宣布台獨的人，後果只會害台灣當第一個箭靶。當台灣主動宣布獨立（或任何形式的更動國家狀態），攻擊權將會立刻落入中國手中，而美國也沒有理由幫忙台灣了。

所以現在我們得等，等中國先動。只要中國自己先動，戰犯就不會是我們，我們便有接續主張主權的機會。

#只說不能喊獨立
#沒說不能做別的事啊
那個粉絲又問我：
「中國百年不是有喊要解決台灣嗎？這算自爆嗎？」

算，當然算。所以當習近平7月1號講出「頭破血流」論述後，日本副首相麻生太郎就在7月5號演講中說，中國如果侵攻台灣的話，日本政府將認定這是安全保障相關法所規定的「存亡危機事態」，有可能行使受限的集體自衛權。

如果我們說「宣布獨立」是「實」的作為，那麻生這樣的發言，就是檯面下「虛」的推進。中國是自爆了，但爆的不算大，所以美日的動作也不宜太明顯。這就是為什麼麻生會用很隱諱的方式宣布要協防台灣，這已經是非常繞路走了。日本本身受二戰後的牽制，不可以隨便派兵去別的國家。虧日本想的到要用「存亡危機事態」來協防台灣，說台灣如果發生重大危機，很有可能會影響日本存亡。
這真是高招，既不明顯作為，又可以對美國和台灣表示支持。這就是中國「小小」自爆後，美日的「小小」動作。

坎貝爾的「不支持台灣獨立」，整段話更多的是美國要確保台灣安全，以及嚇阻中國在中南海的推進。從坎貝爾的演講，到麻生的「順口一提」，我們看見美日的微妙動作，現在就看習近平什麼時候沉不住氣了。
