大仁哥應邀出席美國「全球武漢肺炎高峰會」,持續展現台灣模式
陳建仁前副總統,aka大仁哥,aka耶路撒冷聖墓騎士,aka教廷宗座科學院院士,受邀線上出席美國拜登總統主持的「全球武漢肺炎高峰會」,這個峰會邀請全球180國及相關國際組織代表與會,而台灣受邀參與也凸顯台美之間全球防疫的緊密夥伴關係!

陳前副總統透過預錄影片感謝美國、日本、立陶宛、斯洛伐克、捷克及波蘭援贈台灣疫苗,大仁哥說「台灣模式」向世界證明,現代民主國家可以秉持公開透明並運用科技對抗疫情。耶路薩冷聖墓騎士也認同美國「重建美好未來」(Build Back Better)的共同願景,教廷宗座科學院院士表示,台灣樂願支持美國美方規劃的「全球衛生安全財務中介基金」。

台灣會繼續以具體行動與所有理念相近國家共同合作消弭疫情。
Former Vice President Chen Chien-jen was among the attendees at the Global COVID-19 Summit, an event that was opened with a speech from US President Joe Biden, aimed at working towards the end of the COVID-19 pandemic and building a more resilient global healthcare system. Representatives from 180 countries, international organizations and NGOs were invited to attend and Chen pre-recorded a speech for the event which will be uploaded to a dedicated platform to be viewed by members of the public.

In his speech, Former Vice President Chen applauded #US efforts to end the pandemic and #BuildBackBetter, as well as thanking all those countries that have saved lives in Taiwan through vaccine donations and holding up the #TaiwanModel as an illustration of how a modern democracy can work transparently with technology to fight the pandemic.

He also announced Taiwan’s intention to contribute to a global health security financial intermediary fund which the US plans to establish. Taiwan will continue to take concrete steps, together with like-minded countries, to put an end to the pandemic.

The state spending on public health has become a widely perpetual concern. Some individuals argue that these already scarce resources should be reserved for the prevention of lifestyle-related illness. In my opinion, the government should focus more on the prevention of illnesses rather than medical treatment.
On the one hand, certain acute diseases, non-preventable regardless of governmental efforts to promote a healthy lifestyle, still need a state budget allocation for medical care. One of the primary duties of the government is to provide publicly funded healthcare to the whole population. Therefore, covering therapeutic and medical costs for those already developing symptoms of acute conditions would be a significant part of that duty, helping mitigate the financial burden associated with those maladies. In other words, a dearth of investment in treatment would be devastating patients’ individual life and wreaking havoc on overall social welfare.
On the other hand, promoting a healthy lifestyle as a prevention strategy is meant to avoid the entire economic burden of chronic diseases, affecting a significant proportion of the population. Those conditions, occurring across different life course stages, share common preventable risk factors relating to unhealthy behaviors, including poor nutrition, inadequate physical activity, and chronic heavy drinking and smoking. If left unchecked, trends in chronic diseases risk factors combined with a growing and aging population will increase the numbers of people living with chronic conditions, later causing the heavy burden of illness in patients, their families, and the community. Therefore, given a scarcity of state budgets for various public services, the government should directly provide information, including health education campaigns, or regulating information, such as limits on advertising and guidelines on food labelings. As a result, positive changes in individual lifestyle would follow, helping them withstand the ravages of time, and saving the state budget for other economically beneficial needs, such as technological investment, education, and infrastructure, rather than spending on treatment.
In conclusion, while allocating its healthcare budget in treatment, the government should promote a healthy lifestyle to avoid preventable chronic diseases due to its economic rationality.

World Suicide Prevention Day (WSPD), celebrated annually on 10 September, is organized by the International Association for Suicide Prevention (IASP) and endorsed by the World Health Organization (WHO). The event represents a global commitment to focus attention on suicide prevention.
The theme of WSPD 2021, “Creating hope through action,” reflects the need for collective, action to address this urgent public health issue. All of us- family members, friends, co-workers, community members, educators, religious leaders, healthcare professionals, political officials and governments- can take action to prevent suicide in the Region.
A total of 468 suicide cases were reported across Malaysia in the first five months of 2021. This number is higher compared to 631 cases reported in the whole of 2020.
Different groups are calling for the decriminalisation of suicide in order to end the stigmatisation of mental ill health in Malaysia as reported in The Star today. (https://www.thestar.com.my/opinion/letters/2021/09/10/call-for-decriminalisation-of-suicide)
Mental health must be approached with compassion, data-driven solutions, and ethical policy-making.

My Covid19 Swab Test Experience in Singapore.
I showed symptoms like coughing and blocked nose after visiting Lucky Plaza in Singapore where there was a positive case of Covid19 visited the mall at 12:00-12:55 PM. I also visited the mall late afternoon for lunch. I got so paranoid by my experience did not go so well.
Public Places Visited by Cases in the Community during Infectious Period
List of public places that confirmed cases had visited for more than 30 minutes
These public places had been visited for more than 30 minutes by the confirmed cases in the community. Those who had been identified as close contacts of confirmed cases would already have been notified by MOH.
If you have been at these locations1 during these specified timings you should:
monitor your health closely for 14 days from the date of visit,
see a doctor promptly if you develop symptoms of acute respiratory infection (such as cough, sore throat and runny nose), as well as fever and loss of taste or smell, and
inform the doctor of your exposure history.
There is no need to avoid places where confirmed cases of COVID-19 have been, as the venues have been thoroughly disinfected.

回看我們的寶地,過去數年的人均生產總值世界排名不斷攀升、名列前茅,我們擁有15年免費教育,完善的醫療體系、社會保障,政府福利更是世上罕有的完美,由出生、成長、教育、就業、醫療、養老、到死亡,樣樣照顧妥貼,走出街,雖然沒有Uber但公交有補貼,每年還有現金分享,對比起動盪的世界格局,這地方實在離地得可愛。

Plutocracy, dictatorial democracy, boastful president, Brexit, weakening elitism and the rise of individualism form an unprecedented situation in the world today. Looking back at history, the last great change may be the Renaissance which popularized knowledge and words. However, the current subversion is entirely different from the past since there is usually no leader in the transformation. Perhaps authority will lose further its original value in the near future.
Talking about our blessed land, its world GDP per capita ranking has been continuously rising and dominating the top of the list over the past few years. We have 15-year free education, well-established healthcare system, social security, and the welfare from the government is extraordinarily perfect compared with other places in the world, it covers every stage of our life: from birth, growth, education, career, medical care, retirement until death. Though Uber is no longer available, we have public transport fare subsidy. We can also share the fruits of its economic development under the Wealth Partaking Scheme annually. In contrast to the turbulent global pattern, this place is unrealistically lovely.
In the first exhibition of Find Art Association in 2018, we are going to introduce two talented young artists – Lin Ge and Fatty Ho. They have been publishing works in various areas through words, illustration, computer graphics and short film etc. Fate brings us together in this exhibition with artworks of “Joy in Misery”, let’s try to observe and explore life in this unrealistic city, and we may question ourselves: are we really happy? It is hard to reveal our true self in our life, fortunately, there is art. I hope this exhibition can inspire more people to care about the world and their surroundings.

我認為香港應在未來10年該改革醫療體制,我十分認同 HospitalAdvisor 醫智網 創辦人 Shalini Mahtani 的倡議。希望我能將她的倡議帶入議會:
1. 確保私營醫療機構規管能減輕公營醫療系統負擔及提高私營醫療機構價格透明度;
2. 擴張及強化社區健康中心網絡;
3. 推行自願醫保計劃,就高風險池作出相應政策支持,向年輕或健康市民提供稅收誘因,鼓勵他們投保。

Acceleration of healthcare reform in the next ten years is critical to attaining fair and affordable healthcare.
I agree with Shalini Mahtani, founder of the HospitalAdvisor.org in the priorities we need and look to bring them to LegCo.
1. Ensure the regulation of private medical sector can relieve the burden of public medical sector and increase the transparency of the pricing system of the private medical sector.
2. Expand and strengthen community healthcare centre.
3. Advocate Voluntary Health Insurance Scheme. Support the high risk pool policy and encourage young or healthy citizens to buy the medical insurance by offering incentives.
