Total of large projects to open in 2020

Although the Covid-19 Crisis has had many negative social and economic effects, the Cambodian government has continued to fulfill its responsibilities, especially in infrastructure development. To date, no infrastructure projects have been postponed, and projects to open in 2020 have already begun. Here are some of the big projects that will open in 2020:
1) Rehabilitation and construction project of National Road No. 2 and No. 22
The rehabilitation and construction of National Road No. 2 and No. 22 with a total length of more than 72 km at a cost of approximately $ 56 million, which is financed by the Government of the Republic of Korea with the contribution of the Royal Government of Cambodia.
The groundbreaking ceremony was held in the presence of Prime Minister Hun Sen and HE Park Heung-kyung, Ambassador of the Republic of Korea to Cambodia on the morning of February 11, 2020.
The section of National Road No. 2 is from Takhmao roundabout to O Chambok with a length of 62.56 km (passing through Phnom Penh with a length of 5.4 km, Kandal with a length of 14.21 km and Takeo with a length of 52.56 km). Separately, National Road No. 22 is from O Chambok to Ang Ta Som with a length of 9.61 km in Takeo province. (Read more )
As of December 2020, the project has achieved about 20% and is scheduled to be completed in the first quarter of 2022. (Read more )
2) National Road 10 from Battambang to Koh Kong
National Road No. 10 connects Samlot, Battambang province, through Veal Veng, Osom, Pursat province to Koh Kong province, with a total length of more than 198 kilometers, which will cost a total of more than 188 million US dollars, financed by the Chinese government.
The groundbreaking ceremony was held on the morning of March 9, 2020 under the high presidency of Prime Minister Hun Sen and Chinese Ambassador HE Wang Wentian.
The road will be built in accordance with the level 3 road standard of the technical standard of the People's Republic of China, with a total width of 9 meters, 8 meters wide double-layer pavement (DBST), which will take 48 months to build from December. 2019 to December 2023.
As of August 2020, this project has achieved about 36%.
3) AEON 3 Shopping Mall on Street 60m
The AEON 3 shopping mall project is located in Prek Talong 3 village, Chak Angre Krom commune, Meanchey district, built with an investment capital of approximately 290 million US dollars. The project is larger than the first and second Aeon Markets combined, with a total floor area of 174,000 square meters.
The groundbreaking ceremony was held this morning, October 7, in the presence of HE Khuong Sreng, Governor of Phnom Penh, as well as representatives of the Japanese company AEON MALL (CAMBODIA) CO., LTD.
AEON 3 is scheduled to open in 2023.
4) The first cable bridge in Phnom Penh connecting Koh Pich to Koh Nora
Two large bridges worth more than 40 million US dollars, built by OCIC, opened the construction site on the morning of October 26 under the presidency of Samdech Techo Prime Minister Hun Sen.
The first bridge is a cable-stayed concrete bridge connecting Koh Nora Development Area to Koh Pich Satellite City, 824 meters long and 24.5 meters wide, with 4 lanes for cars and 2 lanes for motorcycles. The bridge is expected to cost $ 38 million and will take about 35 months to build.
The second bridge is a 60-meter-long, 21-meter-wide and 21-meter-wide bridge with two rainbow-shaped steel bridges connecting National Road No. 1 to the Koh Nora Development Zone. The bridge is expected to cost $ 1.6 million and take about 12 months to build.
The two bridges are part of a $ 2.5 billion OCIC project to develop Koh Nora into a new satellite city.
5) 38 roads in Siem Reap
The project has 38 infrastructure roads in Siem Reap, with a total length of 108.74 km, under construction with a total national budget of about 140 million US dollars. The project will take 13 months to complete and is expected to be completed by the end of 2021.
The project was opened under the presidency of Prime Minister Hun Sen on the morning of November 30.
6) Small and medium enterprise group worth $ 30 million of Sear Rithy in Takhmao
World Bridge Industrial Developments Co., Ltd.'s 4.0 small and medium enterprise cluster project worth more than $ 30 million Currently under construction on more than 6 hectares along National Road 21 near the affordable housing project in Takhmao.
The groundbreaking ceremony was held on the morning of November 27 under the chairmanship of His Excellency Cham Prasidh, Minister of Industry, Science and Technology, and Mr. Sear Rithy, Chairman of the Board of Directors of the World Bridge Group and other distinguished guests.
The project is scheduled to be completed by the end of April 2021.

MISUNDERSTOOD (Note to self - the momma). Today I understood my child just a little bit more

Being a little over 6 years old, exposed to youtube, netflix, and a broader social circle (10 year old next door being her "hero"), she has become a lot more expressive and vocal.

Sometimes though, you forget she is still a 6 year old who struggles to tell you what/ how she is feeling, so she acts out, or uses the wrong words, or throws a tantrum.

We were rushing out the door and as usual, Chloe was dragging her feet, as i reached the dining room I saw what she had created for me - a bouquet with what little bit of "flowers" (I am ALWAYS NAGGING her NOT to pick stuff off the road/ pavement etc) in her old milk bottle. Normally I'd say something about "dirtying her old bottle" but this day I caught my breath and appreciated her effort.

This morning as her papa was already out the door, they were ALREADY late for school, again I lectured her, holding the front door. She mentioned something about our bed, I almost shove her out the door! When I got back to my room, I saw this. She made our bed for us (Again, I always say Chloe NEVER makes her bed). Not the best timing but a 6 year old doesn't necessarily know urgency #my heart #pain

So I sit here, 50 minutes after she'd left, feeling like the worst mom ever, as this brave 6 year old at school, is maneuvering through a whole new confusing world, battling a pandemic, under strict SOP, trying to make friends, and ace her Mandarin so her 老师 will make her a banana chocolate loaf with extra chocolate chips as promised.

你以為ADAS真的有那麼安全?

要多安全才是「足夠安全」?這是在每一次討論到全自動駕駛車輛時都會提到的棘手問題,許多車廠都延遲了自駕車的開發計畫,似乎也將這個問題往後放;但是現在,隨著先進駕駛輔助系統(ADAS)成為汽車產業的首選「自動化」技術,這個問題重新浮上檯面。
美國汽車協會(American Automobile Association,AAA)不久前公佈了一份報告,不但未替像是防車道偏離、自動緊急剎車等,被各家車廠宣稱可以「拯救大眾生命安全」的主動式ADAS功能背書,甚至指出產業界與安全運作ADAS相距甚遠,建議車廠該放棄提供ADAS的計畫。
AAA是在實際道路與封閉場域測試了一系列配備ADAS的車輛之後提出警告,表示目前眾多ADAS車輛的性能表現「缺乏一致性」,而且「遠遠達不到100%的可靠」;該報告提出的「危險情境」,包括「主動式駕駛輔助系統的解除通常只有一點點通知──幾乎是會馬上就將控制權交回給駕駛人。」
在該報告中寫道:「AAA建議製造商擴大主動式駕駛輔助系統的測試範圍,並且在其功能獲得改善、能提供更一致以及安全的駕駛體驗之前,限制該類系統的推出。」
AAA指出了兩大問題,一個是防車道偏離輔助功能的表現太差,以及ADAS未能對駕駛人充分提供警告。AAA研究員表示:「在公開道路上,有近73%的錯誤涉及偏離車道或是未在車道上保持穩定的位置;」配備ADAS的車輛與其他車輛或護欄之間的距離太近。
根據AAA的報告,與防車道偏離功能相關事件的具體性質不同,以下是幾個常見的情況:
系統突然脫離(有時是在很關鍵的情況下);
未能發揮作用;
因為(駕駛人)注意力不集中導致系統錯誤脫離;
在車道內「乒乓球式」左右飄移;
側邊太接近其他車輛或道路安全護欄到讓人不太能接受的程度;
在彎道、漸變區(pavement transitions)或是遇到出口上坡/下坡時變換車道。
那些系統在AAA於封閉路線進行的測試大多能如預期表現,然而當車輛接近「軟測試車輛」(即一輛假的車子)時,「整體看來,配備ADAS車輛與之撞擊的比例是66%,平均撞擊時速為25英哩(約40公里)。」
此外AAA還發現,主動式駕駛輔助系統的脫離方式很危險,配備這類系統的車輛通常會在發出通知之後立即將車輛掌控權交還給駕駛人──往往在此時駕駛人只放了一點點注意力在路況上,或是已經太依賴該系統。
「AAA一再發現主動式駕駛輔助系統的表現不一致,特別是在現實世界的情境中;」AAA車輛工程暨產業關係組總監Greg Brannon於一份聲明中指出:「製造商需要努力開發更可靠的技術,包括改善防車道偏離功能以及提供更充分的警告。」
車廠撇清責任
針對AAA的報告提出之問題,大多數車廠不意外地都提出反駁。他們並未具體討論對於ADAS功能不可靠的想法,而是強調ADAS的設計是「要輔助駕駛人,並非取代駕駛人;」如果車輛的駕駛人在道路上遭遇危險並且無法處理,歸咎於駕駛人未能保持專注駕駛。
簡而言之,如同自動駕駛技術顧問機構VSI Labs創辦人Phil Magney接受《EE Times》訪問時所言,車廠已經撇清責任:「自動駕駛車輛有兩種──受監督以及未受監督的,任何Level 3以下的都被認為是受監督的自動化,也就是說駕駛人必須為車輛的安全運作負完全責任,他們得密切注意正在發生的情況並且在必要時出手干預。」
他說的是對的。如果你車上的ADAS功能出現故障,例如撞到停在路邊的車子,責任就在你身上;如果坐在駕駛座上的你有保持注意力,你就能充分補足ADAS功能的不完美。無論你覺得公平或不公平,畢竟車廠開發的是「不那麼先進」的駕駛輔助系統,並不能清楚辨別路邊的是一輛停放的車子還是一個垃圾袋,他們已經撇清責任。
有任何測試基準嗎?
然而ADAS性能表現的多變總有一天還是會成為車廠必須面對的問題,目前已經有為ADAS功能之命名進行標準化的大量工作正在進行,不過ADAS功能的表現水準不一,還是會讓消費者感到困惑,因為大眾無法光從ADAS功能名稱來預期它們的表現。
是否有一套測試基準可讓車廠使用,好讓他們開發符合高標準規格的ADA功能?Magney坦言並不存在這樣的基準,「沒有任何一家測試機構具備專為自動駕駛設計的測試基準,他們確實擁有很好的準則能測試ADAS功能,但自駕車性能表現不在他們的研究範圍內。」
Magney說他自己對於有這麼多工作沒有做感到有些驚訝,但也指出:「我想這是因為沒有人能就何者安全或不安全達成共識。」
其他人則有不同意見;如市場研究機構Semicast Research首席分析師Colin Barnden接受《EE Times》採訪時表示,測試基準應該扮演像是「新車評鑑計畫」(New Car Assessment Program,NCAP)這樣的角色,由官方評估車輛安全性能並提供消費者資訊。
不過同樣是NCAP,在美國應由國家公路交通安全局(NHTSA)主導的相關測試與標準推動似乎並不嚴謹積極,甚至有人批評NHTSA幾乎會給98%的新車四星或五星的評鑑,就像是「幼兒園足球賽的參賽者人人都有獎品」的概念。
相較於美國,歐洲在ADAS測試準則的開發上則是遠遠領先美國。Barnden表示,歐盟NCAP與獲得歐盟官方授權的英國測試機構Thatcham Research是在相關工作上表現最積極的,而美國NCAP如果無法做到相同的事情,可以就乾脆採用歐盟NCAP的標準。
他舉例指出,例如在2020年6月生效的自動緊急剎車(AEB)弱勢道路使用者(Vulnerable Road User,ARU)測試準則v3.0.3,就是目前最嚴苛的AEB測試準則。
技術上有問題嗎?
在AAA測試中使用的車輛包括配備「Active Driving Assistant Professional」系統的 2019年式BMW X7休旅車,配備「Super Cruise」系統的2019年式Cadillac CT6房車,配備「Ford Co-Pilot36」系統的2019年式Ford Edge休旅車,配備「Highway Driving Assist」系統的2020年式Kia Telluride休旅車,以及配備「EyeSight」系統的2020年式Subaru Outback休旅車。
VSI Labs的Magney在看過AAA測試結果後表示,「在我看來這次測試中的Level 2系統表現很差,防車道偏離系統的失敗率讓我驚訝。」
他指出,VSI Labs測試過許多防車道偏離系統,目前最先進的方案是採用AI而且性能表現比第一代的好很多;特斯拉(Tesla)以視覺為基礎的防車道偏離功能表現也很好,因為他們是以累積了數百萬英哩的消費者使用資料來重複訓練系統。
那究竟為何AAA測試的車輛有那麼高的比例會撞上測試用的軟車?對此Magney表示此結果並不讓人意外,因為防車道偏離系統並不會分辨車道是否堵塞,就算是最先進的特斯拉系統也是一樣;而且對ADAS來說,「其感測器對於橫向位置以及橫向尺寸(物體邊界)的信心不足,無法採取『積極』行動,」如果太「積極」就會頻繁剎車反而造成危險。
測試用軟車是靜止在路邊也是一個原因;Magney指出,AEB經常會因此濾除雷達資訊。而且對AI系統來說,這類的極端案例訓練不足夠;「但這其實也不再是極端案例,希望這是在每一個預期功能安全(Safety Of The Intended Functionality)實例中的已知不安全狀況。」
那人為因素呢?
對於ADAS,車廠可以合法地在事故發生時將責任歸咎於人類駕駛未完全保持注意力;但車廠難道不該承認「人為因素」的存在?對大多數駕駛人來說,並不總是完全清楚ADAS想做什麼,更重要的是不確定ADAS會在哪個時間點決定將方向盤交回給駕駛人。
Semicast Research的Barden就看到了最新AAA報告的一個大問題:「在通篇報告中AAA完全沒提到駕駛員監控系統(DMS);這才是安全問題所在,與ADAS關係不那麼大。」
確實,ADAS何時要換手給人類駕駛的問題,不應該在沒有考慮到以機器視覺為基礎的DMS之情況下來討論。Barden提出了以下的兩難情況,突顯了現有DMS的問題:
在駕駛人保持警覺而且完全專注於駕駛任務時,ADAS表現太主動。
在分秒必爭的緊急情況下,特別是駕駛人分心、疲勞或受傷時,ADAS表現太被動。
Barnden指出,解決方案應該是駕駛輔助系統基於持續監測駕駛人的專注狀態,能做出對於反應速度的即時變化;「在接下來十年內,幾乎每一輛出廠的輕型車都會以DMS為主要的安全系統,幫助確保駕駛人專注於駕駛任務,並在他們分心、疲勞與受傷時發出警報。」
他認為,應該把ADAS放到二線安全系統的位置上,用以校正輕微的操控錯誤、在絕對必要時才提供縱向或橫向的干預;而若是DMS的精密度以及使用率增加,AAA研究中提及分心或是干預問題就完全不存在。

東大阪市の近鉄奈良線ガード下を越えてからは暗峠までの区間および榁木峠の西側は急坂区間となっている。
とくに暗峠の西側、東大阪市東豊浦町にある勧成院の海抜が100m、峠の海抜は450mであり、平均斜度は20%、最大斜度は37%で、国道としては日本一の急勾配となっている。また暗峠から東大阪市の市街地方面へは転げ落ちるような急な下り坂である。
ただし標高が低めで舗装が良好ということもあり、子供からお年寄りまで楽しめる登山・ハイキングのスポットとして重宝されている。しかしながら、車両も少なからず通行するので事故には充分注意しなければならない。

東大阪市の近鉄奈良線ガード下を越えてからは暗峠までの区間および榁木峠の西側は急坂区間となっている。
とくに暗峠の西側、東大阪市東豊浦町にある勧成院の海抜が100m、峠の海抜は450mであり、平均斜度は20%、最大斜度は37%で、国道としては日本一の急勾配となっている。また暗峠から東大阪市の市街地方面へは転げ落ちるような急な下り坂である。
ただし標高が低めで舗装が良好ということもあり、子供からお年寄りまで楽しめる登山・ハイキングのスポットとして重宝されている。しかしながら、車両も少なからず通行するので事故には充分注意しなければならない。
