law這個字其實是「法律」的集合名詞，
但是美國以判例法為主，所以law包括了成文與不成文法
Act則主要是由國會通過的成文法，不見得是一整部法
有時候只是修正已經存在的法案的幾個條文，同常以提案的國會議員命名
例如Patent Act是指United States Code: Title 35 (35 U.S.C.)

一部完整的法案裡面又包括了其他的Act，例如跟專利藥學名藥相關的Hatch-Waxman Act
則分別修正了21 U.S.C. section 355, 35 U.S.C. section 271(e) 以及156等
（另一個相關例子則是美國的antitrust law散見於Sherman Act, Clayton Act 以及
Robinson-Patman Act等）
次一級的則是regulation，也稱rule，位階跟我國專利施行細則相同
