香港公共醫療醫生協會譴責警察蓄意射傷市民
本會強烈譴責香港警察使用過份武力清場,開槍嚴重傷害示威者。
警方於今天下午四時在荃灣海壩街一帶進行清場期間,近距離開槍射擊一名中五學生。從網上影片所見,開槍警員只是被棍攻擊手部,並沒有如警方辯稱生命受到嚴重威脅。學生中槍旋即倒地並大量出血,傷者同伴見狀,立刻上前試圖施救,惟被另一名防暴警察阻止並將之制服按在地上。
開槍警員在射擊前沒有對示威者發出口頭警告,即於極近距離對致命部位開槍。除此以外,該名警員當時左手手執一支用作發射布袋彈的長槍,然而警員選擇以殺傷力更大的手槍向學生左胸瞄準發射,而並非以殺傷力低級的布袋彈向非致命身體部位發射。 警員行徑根本與行刑無異, 亦嚴重超出警隊應該使用的武力水平,本會予以強烈譴責。事後,警方在社交媒體表示相關學生只是膊頭位置附近受傷,而非左邊胸腔受槍傷,嚴重歪曲事實。
社會各界人士過往已多次提出,在雙方武力不對等的情況下,警方並沒有跟從指引,以最低武力去制服示威者。前線警員對市民、記者、醫護人員懷有敵意,毫不尊重香港市民的示威和基本權利。可是,警方高層不但沒檢討下屬隊表現,而且多次替其過失辯解。
示威運動六月至今,政府從未釋出認真解決本港政治問題的意向,只以武力試圖消滅一代香港年輕人,這只能令香港的情況不斷退後。 如此行為,敗盡警隊多年來建立的專業形象,不但令更多香港市民蒙受不必要的傷害,將香港警察推到市民的對立面, 更嚴重損害香港的國際形象。
本會祝願所有傷者盡快康復。

Hong Kong Public Doctors’ Association condemns the Hong Kong Police Force for shooting live round against citizens
We strongly condemn the use of excessive and escalating force of the Hong Kong Police against protestors and the shooting of a secondary school student at point-blank range.
A police officer was seen shooting at a form five student at close range during a confrontation with protestors in Tsuen Wan at 4 pm on 1st of October. As seen from various unedited live news sources, the involved officer was assaulted by metal and wooden sticks on the arm. The officer did not issue a verbal warning to the demonstrators before discharging his pistol, nor was he seen to have attempted to use other less lethal means such as police baton or pepper spray to subdue the protestor prior to the use of live ammunitions. The protestor was shot at point-blank range in the left chest close to the heart. This equates to an act of execution instead of the 'legal and appropriate means of self-defence and subduing the assailant' as claimed by the Police Commissioner. The Hong Kong Police Force also alleged on social media that the protestor was shot 'in the left shoulder' instead of 'in the chest', which is a blatant distortion of fact to mislead to public.
Citizens from all walks of life have raised serious doubts that the police have been using unnecessary level of violence to subdue protesters despite the massive difference in level of force possessed between the two sides. Frontline police officers are also often recorded live to be hostile to the public, journalists and on -site volunteer medical staff, yet the police top management has never taken the legitimate doubts of the public seriously and blatantly defended certain allegations of abuse of power within its rank.
Since June, the government has never displayed any genuine intention to resolve the political crisis in Hong Kong. It has only attempted to quell the unrests and eliminate the voice of Hong Kong people by use of brute police force and even tolerating the abuse of power within the police ranks, which also sacrifices the professionalism of the police which took decades to build up. We are all saddened by the fact that Hong Kong citizens have suffered massively, as well as the society has been torn irreparably as a result of the government's irresponsibility.
The Hong Kong Public Doctors' Association wishes all the injured to recover as soon as possible.
