The state spending on public health has become a widely perpetual concern. Some individuals argue that these already scarce resources should be reserved for the prevention of lifestyle-related illness. In my opinion, the government should focus more on the prevention of illnesses rather than medical treatment.
On the one hand, certain acute diseases, non-preventable regardless of governmental efforts to promote a healthy lifestyle, still need a state budget allocation for medical care. One of the primary duties of the government is to provide publicly funded healthcare to the whole population. Therefore, covering therapeutic and medical costs for those already developing symptoms of acute conditions would be a significant part of that duty, helping mitigate the financial burden associated with those maladies. In other words, a dearth of investment in treatment would be devastating patients’ individual life and wreaking havoc on overall social welfare.
On the other hand, promoting a healthy lifestyle as a prevention strategy is meant to avoid the entire economic burden of chronic diseases, affecting a significant proportion of the population. Those conditions, occurring across different life course stages, share common preventable risk factors relating to unhealthy behaviors, including poor nutrition, inadequate physical activity, and chronic heavy drinking and smoking. If left unchecked, trends in chronic diseases risk factors combined with a growing and aging population will increase the numbers of people living with chronic conditions, later causing the heavy burden of illness in patients, their families, and the community. Therefore, given a scarcity of state budgets for various public services, the government should directly provide information, including health education campaigns, or regulating information, such as limits on advertising and guidelines on food labelings. As a result, positive changes in individual lifestyle would follow, helping them withstand the ravages of time, and saving the state budget for other economically beneficial needs, such as technological investment, education, and infrastructure, rather than spending on treatment.
In conclusion, while allocating its healthcare budget in treatment, the government should promote a healthy lifestyle to avoid preventable chronic diseases due to its economic rationality.

本會於昨日(2/1)發表聲明,表達對警方中止元旦遊行的不滿,隨即引來政府表示對相關言論「深表關注及遺憾」,並「強調公務員不應該肆意批評政府政策,或個別部門的執法行動。」。
本會期望政府能以一視同仁處理公務員團隊的事務。早於去年七月尾,警察員佐級協會曾發信批評張建宗司長就7.21事件的言論是不負責任及妄下定論,並對司長「給予最嚴厲的譴責」。面對警隊批評政府及上司的言論,政府當時並沒有表示警隊不能夠批評政府政策,相反司長卻指須約見相關協會人員會面,並願意就相關說法澄清。同為公務員團隊,政府對警隊及本會的處理手法截然不同,難免令人感到政府有偏頗警隊之嫌。本會對此感到十分遺憾,並希望政府能以一視同仁的原則處理所有牽涉公務員同事的事務。
本會一直秉持政治中立的原則,認同作為受薪於香港市民的公僕團隊,必須以不偏不倚及以專業態度服務市民。政府表示本會不應批評警隊,惟本會對過去半年部分警員的執法行為實在不敢苟同,如故意不展示警員編號、以粗言穢語辱罵市民、記者及議員、於7.21事件上故意不作為、無視武力指引及公然反對上司言論等等。同為公僕團隊,本會必須就警方的行為表達關注,以維護公務員團隊的專業形象,並避免市民對公務員的信任再受打擊。本會同時希望政府能以回應工會的態度,責成警隊恪守其職責及紀律,約束並懲罰有違規行為的警員。
此外,與市民一樣沒有特權的公務員同事,亦切身受到警隊濫權濫捕的影響,如早前有建築署同事執行職務時被警員恐嚇及毆打,元旦遊行亦有所屬分局於附近的消防員同事於銅鑼灣被捕。為保障同事權益,本會責無旁貸,必須就此表達關注。本會在此促請政府尊重公務員同事的意見,設法保障相關權益,並提供渠道讓公務員同事反映受到警隊不合理對待的情況。
本會將繼續無畏無懼,以一顆赤誠之心服務會員,維護公務員團隊恪守政治中立及專業態度服務市民的形象,並以最大努力保障公務員同事的權益。
Our Union issued a statement yesterday (2/1) to express our dissatisfaction with the abrupt halt to the New Year's Day march ordered by the Hong Kong Police Force (the Police) which immediately induced the government’s response, expressing "deep concern and regret" over the relevant remarks, and emphasising that “civil servants should not unscrupulously criticise government policies or enforcement operations by individual departments”.
Our Union expects the Government to handle the matters of civil servants with consistency. Last July, the Junior Police Officers’ Association of the Hong Kong Police Force wrote to “severely condemn” the Chief Secretary (CS) for his “irresponsible remarks and inappropriate conclusion”. The Government, without pointing out that the Police is not in a position to criticise the Government’s policy, offered to arrange a meeting among CS and the concerned body to clarify his remarks. The inconsistent handling for matters amongst civil servant bodies is much regrettable.
Our Union has been upholding the principle of political neutrality. It is our view that publicly funded civil servants should serve members of the public impartially and professionally. Despite the fact that the Government stated that our Union should not be making criticism on Government’s action, we must however reiterate that the action of the Police has been deeply troubling in the last six months. Ranging from concealing the police identification number, allowing verbal assault against members of the public, reporters and Honourable members of the Legislative Council, opting for deliberate inaction on the 721 incident, bluntly disregarding guidelines and openly criticising seniors government officials.
We, our Union, being part of the civil service, must safeguard our professional image and avoid further growth of public mistrust. We therefore urge the Government to firmly, with the same robustness shown in responding to our Union’s activities, steer the Police to strictly adhere to its duty and discipline. Restrain and discipline officers in breach of the regulations, if not illegal.
The rest of the civil service, without any privilege, also suffers from the Police’s abuse of power, including the harassment targeting colleague from the Architectural Services Department at work and the colleague from Fire Services Department being arrested during the New Year's Day march near Causeway Bay. It is our Union’s responsibility to safeguard the rights of fellow colleagues. We hereby urge the Government to respect the opinion of the civil servants and step up the protection of our colleagues’ interest by means of, including but not limited to, setting up a channel for civil servants to lodge complaints against abuse from the Police.
Our Union will continue to serve our members and uphold the political neutrality of the civil service with sincerity and fearlessly. It will be our prime duty to safeguard the rights of our fellow colleagues.
