💟「我在大學選修華語時,有一本課本就叫做「今日台灣」,但我第一次真正到台灣是來上美國國務院的華語課程。大家都喜歡來台灣學華語,但我想要看得更多,做得更多,所以我後來選擇派駐台灣,擔任經濟組的副組長。經濟組的工作著重於建立美台的經濟關係,這個經濟關係涵蓋各種正在改變世界未來樣貌的領域。我們致力於公衛、資安、數位經濟等議題,並探究如何在印太區域及更廣泛的區域,確保安全的技術,並建立安全的供應鏈。台灣人才輩出,讓我深受啟發,台灣人民就是台灣最大的財富;人才對經濟也非常重要,經濟要能蓬勃發展需要有才華、有創意的人才,而台灣就有這樣的人力資源。我曾經在投資銀行、國際開發和財金等產業工作過,所以我很希望能以我對金融業發展的觀察,協助台灣和美國的新創公司獲得創投資金,進而改變後代與數位科技互動的模式。除了專業上的興趣之外,我也熱愛大自然,我認為人類應該要與大自然有所連結,而台灣就有這樣的自然環境。我一直以來都很想觀察野鳥,但我早上常常爬不起來,可是在台灣就不必早起了,因為每天都有各式各樣美麗的鳥兒飛到我陽明山上家裡的後院!」
⭐️邵藹帝女士是名資深美國外交官,目前擔任美國在台協會經濟組副組長。在此之前,邵藹帝女士曾於美國駐上海總領事館負責推動美國經濟政策,並曾於華府任職於美國國務院的南亞及中亞事務局,以及美國駐科威特大使館。在擔任外交官之前,邵藹帝女士曾於香港及紐約的投資銀行任職,她也曾於世界銀行在印度的國際金融公司擔任顧問。邵藹帝女士先後於美國約翰霍普金斯大學取得學士學位及高級國際研究學院碩士學位。她來自伊利諾州,通曉中文、阿拉伯語及印度語。

💟"When I started studying Chinese as an undergrad, we had a whole book on Taiwan Today. The first time I actually came to Taiwan was studying Chinese with the State Department. Everybody loves coming here for language, but I wanted to see and do more. That’s what brought me back this time around, as the Deputy Director of the Economic Section. We focus on building up the U.S.-Taiwan economic relationship, which spans across so many different areas that I think are changing the future shape of the world. We are focused on health, cyber issues, digital economy, how do we ensure that technologies are secure, how do we build secure supply chains throughout the Indo-Pacific, and more. Taiwan has such talented people, and so that really inspires me. Taiwan’s people are its greatest asset. For the economy, you really need talented, creative people, and they are here in Taiwan. I have a very eclectic background in investment banking, international development, finance, and so how do I tap into the way I’ve seen financial industries develop to help Taiwan and the U.S. now get venture capital funding for future startups that are really going to change the way that our kids interact with the digital world? Aside from my professional interest in Taiwan, I love nature, I think it’s really important that humans have a connection with nature, and Taiwan provides that. I’ve always wanted to be a bird-watcher but I’m not good at waking up early in the morning to go out looking for birds. But here I don’t need to, because there are always all different kinds of beautiful birds that come to my own back yard in Yangmingshan!"
⭐️Arati Shroff is a career U.S. diplomat and is currently the Deputy Economic Chief at the American Institute in Taiwan (AIT) in Taipei. In her previous overseas assignment, Arati advanced U.S. economic policy at U.S. Consulate Shanghai. She has also served in the U.S. State Department’s Bureau of South and Central Asia in Washington D.C., at U.S. Embassy Kuwait. Prior to her diplomatic career, Arati worked in investment banking in Hong Kong and New York. She was previously a consultant with the World Bank’s International Finance Corporation in India. Arati earned a B.A. from the Johns Hopkins University and an M.A. from the Johns Hopkins School of Advanced International Studies (SAIS). Originally from the state of Illinois, Arati speaks Chinese, Arabic, and Hindi.

*How can Malaysia shape the Islamic digital economy?*
FIFTEEN of the 195 countries in the world follow Sharia Law in some shape or form.
Together, however, they command trillions of dollars in investment and trade and influence decisions across the globe.
And although this “economy” is still in its infancy, it’s growing rapidly with the help of digital tools and technologies — which creates a fantastic opportunity for Malaysia — a torch-bearer in the world of Islamic finance.
In an exclusive interview with Tech Wire Asia ahead of Malaysia Tech Week, Bank Negara Malaysia’s (Central Bank of Malaysia) Shariah Advisory Council (SAC) Chairman Mohd Daud Bakar shed light on the future of the Islamic digital economy and how Malaysia can gear up to play a big role in this exciting new world.
“Malaysia has been at the forefront of championing Islamic banking and finance for the last three decades. By the way, Malaysia is also in advance stage of building IT infrastructure.
“Thus, it is a natural call for Malaysia to once again take the leading role in driving Islamic digital economy as Malaysia has many in-house talents on both Shariah knowledge and IT and smart technology.
“We just need a special task force at the government level or perhaps a dedicated department at Malaysia Digital Economy Corporation (MDEC) to coordinate the infusion of Shariah knowledge on digital economy activities. Malaysia needs to play the role model function to make this happen in no time.”
*Malaysia has a finger on the pulse of the Islamic digital economy*
The Malaysian government has a dedicated agenda and budget for the digital economy because it plays a key role in building the nation’s GDP.
Through MDEC, the government is making significant efforts to embed Islamic digital economy in the grand design of the digital economy in the country.
MDEC has introduced the Islamic Digital Economy Guide (Mi’yar), a reference for startups, venture capital and supporting ecosystem players who wish to explore and understand its various components.
“I believe the establishment of this guide is the right step for the growth of Malaysia’s Islamic digital economy.
“What is needed in the near future is a bolder statement and narrative on Islamic digital economy as a new and standalone pillar to drive and perhaps its impact on the GDP of the nation.
“This will make all agencies and ministries in Malaysia aware of this new growth area and it is envisaged that this new push will generate a greater level of interest and coordination amongst all stakeholders.”
*Opportunities and challenges for the Islamic digital economy*
“The challenges are always vested with the mindset and the talent, or rather, the skillset.”
According to Daud, many segments, especially in the Islamic community, tend to undermine the powerful impact of a digital economy vis-a-vis a brick and mortar economy.
Some of them may even have doubt on the Shariah compliance aspect of the digital economy “which is quite unfortunate as technology has been neutral in the Shariah mindset all the way”.
As much as these pose the challenges, they also create new opportunities for many service providers.
“Surely, it will create a first mover advantage for any company that embraces the vision and has the skillset to champion this young but promising industry.”
As with many other new things in this world, the Islamic digital economy will definitely take time to get the traction and buy-in it needs, but once it has achieved critical mass with regards to awareness and support, it is expected to soar high.
Daud points out that government agencies and the private sector must work hand-in-hand to persevere and sustain the momentum.
“As a global Shariah scholar, I can only say that smart technology, which underlies the digital economy, will make Shariah compliance more visible, tangible and impactful. This is why the Islamic digital economy is expected to have a bright future.”
“The global Islamic market is full of potential and more needs to be done to educate the world of Malaysia’s potential in Islamic digital economy,” concluded Daud.

*Minimal state support needed to boost Malaysia’s Islamic digital economy agenda*
Malaysia needs to develop a vibrant and holistic blueprint at the national level to build a successful Islamic finance-based digital economy in the country, according to Mohd Daud Bakar, executive chairman of global shariah advisory firm Amanie Group and chairman of the Shariah advisory council for Malaysia’s central bank.
As digital economy encompasses activities that cut across all ministries and agencies, a national-level comprehensive approach would act as an enabler for the sector.
There needs to be a special task force or a dedicated agency transcending all agencies to play the agenda of Islamic digital economy across the board, he noted.
“As much as we would like to see bottom-up approach, we need a kind of intervention – though on a minimalist level – from the government to put this agenda on the map of new economic growth as we have done tremendously in the space of Islamic finance and banking,” Daud told DEALSTREETASIA in an interaction.
Malaysia set a precedent in the Islamic digital economy when MDEC (Malaysia Digital Economy Corporation) launched the world’s first dedicated framework for the sector – Islamic Digital Economy (IDE) Mi’yar in late 2017.
There are over 1.8 billion Muslims across the world, providing vast opportunities for the Islamic economy. By 2030, the Muslim population is estimated to make up 27 per cent of the global population. Moreover, the overall Islamic economy is expected to grow to $3 trillion by 2021.
Hence, the global Islamic market is full of potential and more needs to be done to educate the world of Malaysia’s potential in Islamic digital economy, said Daud.
In the venture capital sector, Kuala Lumpur and Shanghai-based VC firm Gobi Partners had coined a new segment since 2016 that aims to tap into faith-based ventures called ‘TaqwaTech’.
“There is a big opportunity there (TaqwaTech). A lot of people do not realise how big that market is. It is a standalone sector where we can cater to countries like Malaysia, Indonesia, even the Middle East, India, Pakistan, Bangladesh,” said Gobi’s managing partner Thomas Tsao.
One of Gobi’s portfolio companies – Malaysia-based travel startup Tripfez had merged with Middle East online travel agency Holidayme last November to form one of the world’s largest Muslim-focused online travel agencies.
The launch of IDE was a humble beginning for Malaysia, said Daud, who will be speaking at Malaysia Tech Week 2019 in Kuala Lumpur on June 17 to 21.
“It was not meant to be exclusive and ultimate. But, to a large extent, it helped everyone to understand the essence of doing Islamic digital economy. This may be useful in the initial phase of the launching any new concept to the market,” he said.
Considering Indonesia has a significantly larger Muslim population than Malaysia, one may wonder how could the latter emerge as the global leader in the Islamic digital economy space.
At the end of day, the success of Islamic digital economy depends on critical success factors under the new economic landscape, said Daud.
“What is more relevant is the legitimacy or perhaps the quality of Shariah parameters being adopted by Malaysian players so that the global Muslim community are in the position to embrace them without having any hesitation, thus the importance of cutting-edge knowledge in Shariah knowledge in relation to all digital-based products and services,” he noted.
