今日英國首相出席下議院例行答問大會（PMQ）之後，忽然宣布重組內閣，當中比較注目嘅係外交大臣Dominic Raab調任（降職）為司法大臣，兼任Lord Chancellor（中譯大法官，但個人覺得實際職能同中文意思唔多配合）與及代任首相（Deputy Prime Minister），而原來嘅國際商務大臣Elizabeth Truss（Liz Truss）就升任為外交大臣。

另外，疫情期間被受批評嘅教育大臣Gavin Williamson解除職務，之前盛傳會被切換嘅內政大臣Priti Patel就繼續留任。除此之外，比較突然嘅係一路對肥波嘅路向同黨都非常一致，無乜差錯嘅文化傳訊大臣Oliver Dowden亦被撤換，換咗個更加右翼敢言嘅Nadine Dorries....

📅四月八日週三-part2/全英閉關Day16
本日疫情指標: 新增入院死亡人數超過900人，超過義大利的紀錄
但這可能是閉關前造成的。專家看新增入院人數還行，顯示閉關有成效。

📺每日記者會（四月八日）
今天是財政部長 (Rishi Sunak, Chancellor of the Exchequer）主持，強森的二號代理人。做簡報的是副科學官(Angela McLean, the deputy chief government scientific adviser)，NHS醫療總監 (Stephen Powis, the national medical director for NHS England)備詢。

財相每次出場就是送紅包，今天也一樣：👏👏👏

💰七億五千萬鎊經費給公益團體，其中三億七千萬鎊指定用在小型、地區型專門照顧弱勢團體的公益組織。

💰英格蘭的機構向樂透公益獎金申請。六千萬鎊指定給蘇格蘭、威爾斯、北愛透過財政部原本的公共服務支出平台發放。

💰另外再三億六千萬經費提供給提供弱勢團體必須性服務的公益單位，其中二億英鎊經費給收容所，剩餘發給例如聖約翰救護隊、市民法律指導、照顧兒童、家暴手害者、肢障者的團體。

💰在四月23日BBC’s Big Night In 節目中民眾捐給「全國緊急基金會」募款金額政府會追加同等數目。

但還是有紓困方案沒有涵蓋的對象，財相表示遺憾沒法挽救每個人的工作、每個企業、每個公益團體。

關於目前的防疫措施：
📌拿三月底和三月第一週的資料比較，進出車站的人數降了94%
📌入院人數增加速度在預期之中沒有失控，是好消息。
📌因病毒住院的人數高度集中在大倫敦，其次是中英格蘭地區（Mildlands)
📌既使轉入加護病房的人數成長趨緩或是降低，死亡人數仍會持續增加一陣子，因為這個數字的報告有時間落差

📌週四會舉行「眼鏡蛇」會議，討論是否延長執行目前的措施。

[閉關的時候在幹嘛]

今天還是沒有狐狸來拜訪。

天氣很好，後院後面的社區小公園一樣有幾個家庭在玩球，原本就有ㄧ張野餐桌，今天還有人拿出野餐墊鋪草地。幸好是個有點私密的公園，也不為難警察。

這個區域在二戰以前屬於倫敦市的邊緣，許多房子是二十世紀初期蓋的。成排的小房子附上樓面積兩三倍長的後院，兩排房子後院對著後院，中間夾一片綠地，出入口隱蔽在巷道裏，天黑就會關門，就是個附近的住戶才知道的公園。

以前早上公園裡是遛狗的人，下午是遛小孩的家長。剛放學的時候通常是一兩個家長代表帶一群孩子一起玩球，其他家長下班陸續來公園領回他們的孩 子。

前兩年公園旁一塊地蓋了幾戶房子（原本是某家的後院畸零地，你看看後院面積有多大），根據英國法規建商要提撥一個比例的金額做社區建設，所以這個小公園拿到一筆經費美化環境，志工團體辦園遊會跟大家介紹這個社區專案，順便收集大家的需求，我趁此說明會時也加入通訊名單。

在倫敦閉關前一週，收到來自這個志工團體的訊息說，因為某個新近確診的孩子使用過這個公園的遊樂場（play ground)，暫時關閉消毒。

這樣聽起來是有調查確診個案的接觸史，那時候每天新增人數很多，已經是入院才會檢驗了。再過幾天，英國就閉關了，遊樂場的器具都禁止使用。

二戰後倫敦市的範圍擴大了。這個原本是倫敦市的邊界的地方，成為大倫敦市的「裏倫敦」。鄰居有個法國人說，真難得在市區裡還有這麼多綠地。

他的公司早早就讓員工在家工作，接著聽說法國就要閉關的消息，他就回法國去陪家人了。不知道什麼時候他才會回來倫敦。

March 15 - Former Deputy Prime Minister of Portugal and media personality Paulo Portas stated that Taiwan's experience in fighting SARS in 2003 allowed it to be successful in flattening the curve, providing a model Portugal can learn from.
