This Informal Retreat has been called to discuss how Asia-Pacific can collaborate to move through the COVID health crisis, and to accelerate the post-COVID economic recovery. Chinese Taipei will address these two topics specifically.
On COVID-19, Chinese Taipei has had an excellent record so far. With a population of 23 million, over the last year and half, and in spite of a recent surge which has now abated, we have had a total of about fifteen thousand infected cases (.07% of the population), and 763 deaths (3 out of one hundred thousand).
We believe that our experience and know-how gained can help other APEC members. We have been, and continue to be willing to help. We have donated masks and other medical supplies to other APEC members in the past and are ready and willing to share our anti-COVID-19 know-how with you.
At the same time, WE NEED HELP! Our vaccination coverage at present is less than 20%. Although the U.S. and Japan have been generous in donating vaccines to us, and our private institutions have succeeded in procuring ten million doses of vaccines, we still need more vaccines, and need them sooner! Most other APEC members need help as well. We must ask for help from the APEC members that possess and produce more vaccines than they themselves need.
On re-vitalizing Post-COVID economy, Chinese Taipei urges free trade among APEC members and in the world, after giving consideration to vital national security needs.
In the past seven decades, free trade has enabled vibrant growth in most APEC economies. Free trade is merely a way in which each APEC economy contributes its own competitive advantage and every APEC member benefits.
Recently, however, we note with concern the tendency to want self-sufficiency or “on-shoring” of semiconductor chips. We must point out that in the past many decades free trade has greatly helped the advance of semiconductor technology. In turn, the ever greater complexity of the technology has caused the supply chain to go “off-shore”.
It would be highly impractical to try to turn back the clock. If it is tried, cost will go up and technology advance may slow. What may happen is that after hundreds of billions and many years have been spent, the result will still be a not-quite-self-sufficient, and high-cost supply chain.
We do recognize national security concerns, and believe that for security applications, a self-sufficient supply chain within one’s own borders is prudent. However, for the much larger civilian market, a supply chain substantially based on free trade system is by far the best approach.
In summary, on COVID-19, Chinese Taipei can help, is ready and willing to help with its know-how, but also needs more vaccines sooner, along with many other APEC members. On Post-COVID economic re-vitalization, Chinese Taipei urges free trade, after giving consideration to vital national security concerns.

此次非正式領袖會議召開的目的是討論亞太地區應如何合作以度過新型冠狀病毒(COVID-19)疫情危機,並加速疫後經濟復甦。中華台北將就這兩個議題表達看法。
面對新型冠狀病毒(COVID-19)疫情,中華台北迄今維持傑出防疫紀錄。我們有兩千三百萬人口,儘管近期疫情曾一度升溫,但目前業已趨緩,在過去超過一年半的時間中,總確診病例數約為一萬五千例(佔總人口0.07%),其中死亡病例數為763例(約為十萬分之三)。
相信我們在過程中得到的經驗與知識能夠協助其他APEC成員。我們持續地願意提供協助。過去我們曾捐贈口罩與其他醫療物資予其他APEC成員,現在也準備好與你們分享我們抗疫的知識。
同時,我們也需要幫助!目前我們的疫苗注射覆蓋率低於20%。雖然美國與日本已慷慨捐贈疫苗,我們的民間機構也已成功採購一千萬劑,我們仍然需要更多數量的疫苗,而且需要儘快取得!其他多數的APEC成員也需要幫助。我們需要向目前擁有並生產超過他們自身所需疫苗數量的APEC成員尋求協助。
針對疫後經濟復甦,中華台北敦促APEC成員,在考慮重要國家安全需求後,彼此間及與全球進行自由貿易。
在過去70年,自由貿易使多數APEC經濟體蓬勃發展。自由貿易僅是各APEC經濟體貢獻自己的競爭優勢,而其他APEC成員藉此受惠的方法。
然而近來,我們很關切要求「境內」半導體晶片自給自足的趨勢。我們必需指出,過去數十年的自由貿易大幅促進半導體技術發展。因此,越趨複雜的技術致使供應鏈走向「境外」。
試圖讓時光倒流是相當不切實際的,如果嘗試讓時光倒流,不僅成本將會提升以及技術的進步可能放緩。在花費了數千億與許多年的時間之後,結果仍將是無法充分自給自足且成本很高的供應鏈。
我們認同國家安全的顧慮確實存在,也相信針對國安應用,在國境內存有一個能夠自給自足的供應鏈是審慎的作法。然而,針對規模大得許多的民間市場,一個基於自由貿易體系的供應鏈是最好的作法。
總結來說,針對新型冠狀病毒(COVID-19)疫情,中華台北能夠協助,我們也願意、並準備好以自身的知識與經驗提供協助,但也和其他許多APEC成員一樣,需要儘快取得更多疫苗。關於疫後經濟復甦,中華台北敦促在考慮關鍵國家安全需求後,應該採取自由貿易。

校長、教授、以及在螢幕前的各位同學,大家好。非常感謝臺大給我這個機會。我是韓哈斯,來自美國華盛頓特區。我會以自身的真實經驗出發,來跟大家分享臺大帶給我的收穫。
我當初為什麼選擇來台灣求學呢?我小時候非常喜歡看武打片,然後我十歲的時候去看了一部電影叫做「功夫熊貓」。這部電影成為了我最喜歡的電影,主角「阿波」的故事跟我的故事很像。我看完了之後就決定要開始學功夫,所以去了「美國武術學院」。那個時候我每天都聽旁邊的人講中文,到了高中我就決定開始學中文。當時我遇到了一位貴人,她是從台北到美國來教書的中文老師,她教的課是我當時最喜歡的課,我每天去她的教室跟好朋友練習。到了高中畢業時,我是全高中中文最好的非母語人士。同時,我第二喜歡的課程是電腦科學,那時候我是程式能力數一數二的學生。後來在成功錄取夢寐以求的學校:臺灣大學之後,我感到雀躍不已,因為我既可以繼續學習中文,也可以持續在世界頂尖的學府中,往電腦科學的方向精進自我。
不過老實說,當我回顧大一的時期,我也曾迷失自我。雖然我修了很多很多的中文課,但是我那時只聽得懂大概一半的課程內容。跟大家對美國人的印象不同,我其實很害羞,也很害怕舉手提問,我甚至不太敢參與社交,所以當時朋友也很少。我開始想家,也變得有一點憂鬱。那時籃球是我唯一的紓壓方式。
但更不幸的是,我在打籃球時弄傷了我的前十字韌帶,做了兩次手術,需要一年半才能恢復。許多的負面情緒壓得我喘不過氣。我被困在人生的低谷,不知如何是好。我覺得我的中文不夠好,我也被診斷出失眠跟ADHD,另外,美國高中的數學太簡單了,來這邊不夠用。種種壓力讓我足不出戶,找不到自己的人生方向。後來,我向臺大心輔中心以及我的心理醫師尋求協助,然後我也開始跟系上有更多互動。有一位教授叫徐宏民跟我說,"Never give up",雖然那時候我覺得這句話太過於簡化了我的問題,不過,在我仔細思考了一個禮拜之後,我下定決心,發誓不讓自己被這些事擊敗。我決定要克盡全力,認真做好每件事。這是我人生的轉捩點,我開始變得異常自律。當時廖世偉教授和洪士灝系主任帶我進入它們的研究室鑽研學術。這重燃了我對資訊工程的熱忱,提醒了我當初會愛上這個領域的原因。我開始研究人工智慧以及區塊鏈,也開始跟其他系上同學交朋友,一起成立臺大人工智慧應用社NTUAI。NTUAI現在是校內頗具規模的技術研究社團,致力於推廣人工智慧給任何對該領域有熱忱的學生。歡迎加入NTUAI,可以掃描我們的QR CODE。
最近,由於疫情的緣故,我已經一年半沒回美國了。但是沒關係,因為我已經找到了我第二個家。我很愛臺大,以及台灣的人事物。雖然我經歷了人生的低潮,但這裡的一切總是給我滿滿的祝福與協助。最後,我想送給大家「功夫熊貓」裡的一句台詞: "You just need to believe"。只要用樂觀的態度去面對困難,就有能力改變自己,甚至改變身旁所愛的人。就像阿波的父親說的,"心誠則靈,只要你相信,點石就能成金。根本沒有什麼秘笈。只有你。"謝謝大家。

President, professors, and classmates, I'm very honored to be here. Thank you to NTU for giving me this opportunity. My name's Seth Austin Harding, and I'm from the D.C. metropolitan area. I'm going to tell a real story that's personal but that's relatable and what I see as the real me.
What motivated and guided me to take my undergraduate studies in Taiwan? When I was very young, I really loved watching kung fu movies, and when I was 10 years old, I went to the theater to watch "Kung Fu Panda". This became my favorite movie as I felt like the story of the main character Po was one to which I could very much relate. After watching this movie, I decided that I wanted to start learning kung fu, so I went to the United States Wushu Academy. At the time, I began hearing Mandarin on a daily basis, so when I was in high school, I decided to begin formally studying Chinese. It ended up being my Chinese teacher from Taipei who was my favorite teacher who taught my favorite class, so I decided I'd hang out in the Chinese classroom every day and practice lots. By the time graduation came around, I had attained the highest proficiency in Chinese among any non-native speaker in my school. My second favorite class was computer science, and I ended up attaining among the best coding skills in my school. After getting accepted to the school of my dreams -- National Taiwan University -- I felt honored, humbled, and excited; I could now spend time at among the world's finest universities studying Chinese and at the same time advancing my knowledge of computer science.
But when I look back at my freshman year, to be honest with you, I didn't know what I was doing. Despite having taken very many Chinese classes, when I went to the NTU lectures, I understood only about half of what the teachers were saying. Contrary to most people's impressions of an American, I was actually too shy to raise my hand, to ask questions, or to even meet with teachers after class, so I had very few friends at the time. I started to become homesick and depressed. At that time, I found that basketball was the only way I knew of relieving my stress. However, while playing basketball, I had torn my ACL and it would take two surgeries and a year and a half in time to fully recover. At this point, I felt caught between a rock and a hard place. In fact, this was the lowest point of my life, and I didn't know what to do. I felt like my Chinese wasn't good enough, I had been diagnosed with insomnia and ADHD, and I felt like the math taught in America was too simple to allow for me to keep up with my classmates. I was under immense pressure, and at this time, I lost any sense of purpose or direction. Later on, I went to seek help from NTU counseling, from my psychiatrist, and from my department. I reached out to Professor Winston Hsu from CSIE, and he told me this: "Never give up"; it was such an oversimplified way to approach such a complex series of problems, I had thought. However, I pondered these words intensely for one week, and by the end of that week, I had made a firm decision. This would NOT be another example of me giving up. I decided to go all out, to work diligently and passionately on all tasks at hand. This was the turning point of my life; I started to discipline myself to a very high degree. At this time, I met my then-to-become advisors Professor Shih-Wei Liao and Professor Shih-Hao Hung and entered their labs to begin research. Finally, the passion that I had for computer science that I had previously held in high school was kindled again, and I was finally reminded why I loved this field. I began my research life in blockchain and AI, and at the time I entered the lab, I also began creating NTUAI. NTUAI is now a large and highly successful NTU club that is dedicated to the research and public understanding of AI. Welcome one and all to join us; please scan our QR code here.
For a year and a half I haven't returned to America because of covid. But not to worry; I have found my second home, away from home. I love it here in NTU and I cherish all of the things I've had the privilege to experience in Taiwan. I've gone through the most difficult of struggles in my life here, but I've also had the most fortunate and blessed of experiences. To conclude, I'd like to quote a line from "Kung Fu Panda": "You just need to believe". As long as you are willing to adopt an optimistic attitude in facing challenges and hardships, you may become a positive force in changing the lives of those around you as well as your own life. It all depends on how you view it; just like what Po's father says, "there is no secret ingredient. It's just you." Thank you, everyone.

--對家人睜一隻眼, 閉一隻眼. 一家人天天在一起難免會有不順的時候, 不過能夠在一起很珍貴.

--做手工藝(當時有做一個花圈wreath)
--看書, 看劇, 在線上與股友聊天, 看年報, 整理財報內容
--多睡覺

--整理家裡, 做收納, 移動家具
--晚上喝點小酒, 解壓助眠(不過要注意有可能會胡言亂語😅)

這兩天看了一部電影and一本書的評論, 發現觸及的主題是一樣的: 信任.
電影是Disney Plus上面的"巡龍使者: 拉雅". 書是一本新書"The Power of Giving Away Power".
我發現一個團體要把事情做好, 重要的不是每個人的能力有多強, 而是彼此能否信任. 當大家都有共識(英文有個片語是, "on the same page"), 有同樣的目標的時候, 事情會好辦很多. 但這其實不容易做到(就像電影中的Raya一樣, 還必須先犧牲自己, 才能說服夥伴.)
Anyway. 覺得這題材挺有趣的, 也是生活中常碰到的事情. 分享給大家.

I had two roommates that kept eating all of my food. Although classes haven't started, I had already moved into my dorm. One day, I made myself a peanut butter sandwich. I put my sandwich on the table, and ten minutes later, it was gone. My roommate ate it. About a week later, I decided to make myself another peanut butter sandwich. I opened my cupboard and saw that my roommates left an empty jar in my cupboard. I flipped out because who eats a whole jar of peanut butter, without introducing themselves? These girls would scarf down all my food, and complain if they thought anyone was touching their food. So I started buying really fattening food such as doughnuts, pies, cakes. I was trying to teach them self-restraint, but these girls would go through these boxes within two days. So I kept buying doughnuts and desserts. And then one day they started complaining about how they couldn't fit their jeans. Success. I also put laxatives in my peanut butter.

My roommate freshman year got completely hammered, came back to the room around 1 in the morning, and accused me of stealing the pudding in her fridge that she *had ate* an hour before she went out. She waited until I fell asleep and then stabbed me in the arm with one of those clicky pencils…I had to go to the hospital to get it cleaned/stitched. She got kicked out.

It was move out day and my roommate was working on a paper last minute. I was packing my stuff. His parents walked in and were absolutely pissed that he wasn't packed yet. They immediately started scolding him while I was still in the room, but thankfully I had a final to go to and figured I'd dodge the storm. I said my goodbyes, assuming they'd be gone by the time I got back from my two hour final and went on my way. As it happens, my final only took twenty minutes so I got back much sooner than they'd have expected. I opened the door, saw my roommate bent over his bed with his bare ass showing just as his mom wound up for a spank. I quickly closed the door and went over to a friend's dorm until I felt safe enough to return. I never brought it up to him after that.

“你有什么用?” (Useless) is PongPong’s third songwriting project with their fans after “不觉丢脸吗 (Aren’t you embarrassed)” , a collaborative project with fans, which went viral on the Internet. Reported by various Taiwanese media, their previous project has gained 1,160,000 views on their YouTube channel. After the success, PongPong is back with their latest single entitled “你有什么用?” (Useless) , a Mandopop ballad hit.
The track showcases PongPong’s influence of R&B elements like R&B vocals, jazz piano, backing vocals and R&B chords. With the first project themed with hate comments, “你有什么用?” (Useless) surrounds the theme of “giving up”. The lyrics were made solely from fans' comments, which gave a voice for those who felt depressed or heartbroken in life.
The chorus features fans’ lyrics like, “You’re useless.” “Hiding in a dark corner.” “No one would understand your feelings.” it could be overwhelming to listen. However, PongPong believes this piece would be a medium to heal the broken-hearteds by showing them that they are not alone. The song ends with “There’s always a rainbow after the rain” .
