#國民黨政府線民深入校園長老教會

#名單遮蔽名字但會議資料連結在內文

#來看看線民的說詞有多麼類似
#政府只是來諮詢我 #我也是被關切的對象

星期二促轉會舉辦「探求歷史真相與責任的開始：壓迫體制及其圖像」發表會。

會議手冊裡面附的「#校園安定系統之佈建運用情形」這幾天引起不少公共討論。

這次整個發表會，重點在於完整描繪威權戒嚴時期的 #壓迫體制圖像。裡面有許多調查成果，都相當讓人震驚，包括：

#對長老教會佈建高達1169人實施監控

調查顯示，1977年長老教會發表「人權宣言」後，威權政府隨即成立「八一九專案」。

佈建高達1169人在長老教會實施監控，密度達到每個教會至少佈建一人。

當牧師在台上佈道、教友在台下禱告，身旁就會坐著一位線民！

國家並嘗試控制長老教會的國際組織活動，影響教會內的選舉。

#國民黨如何滲透國家組織

以蔣介石的《總裁批簽》為檔案基礎，報告描繪國民黨如何全面藉由黨組織滲透國家機器。

以黨領政、讓軍隊國家化、干涉包含監察權的憲政機關，也控制民間的產職業團體、鎮壓政治事件、鎮壓後再強化控制。

#佈建綿密網絡控制校園

從手冊中「1. 某一年份的校園佈建工作檢討報告」來看：

那一年國民黨政府在校園中有「一般佈建3450人」、「重點佈建685人」、「支津佈建142人」。

換言之，可能同時超過四千人在監控校園！監控者除了師生，包含校園大大小小的行政人員，甚至舍監、工友、花匠、教師休息室工友。

#線民的說詞或辯解

促轉會依照檔案名冊，訪談了當年曾擔任調查局線民的人。有些人選擇裝瘋賣傻，當促轉會問起當年線民曾監控過的知名人士，例如李文忠、林佳龍、劉一德，他們假裝毫無印象。

有趣的是，有些當年的線民面對訪談時，都採取了類似的說詞或辯解：

#政府來找我是來諮詢我
#聊聊沒關係
#也是被關切對象
#絕對沒有拿錢

促轉會的報告整體顯示，我們對於威權政府壓迫體制的圖像，已經慢慢掌握輪廓。

我認為，台灣的轉型正義工程，應該邁入下一階段： #檔案公開應用與 #人事清查處置。

#檔案公開應用

目前有越來越多政治檔案被徵集、移轉至檔案管理局，逐步在進行整理與數位化。

但涉及監控的政治檔案，涉及線民的真實身分、被監控者的個人隱私、檔案相關人等名譽。

未來要全面公開，雖然已有《政治檔案條例》作為基礎，但可能還需要很多配套工作。

譬如比較德國🇩🇪的做法，是否只有檔案當事人能閱覽完整的檔案？

學術研究者、政府機關、媒體記者或一般社會大眾，閱覽檔案的規定各自為何？除了被監控者，監控者有沒有 #意見註記附卷澄清 的權利。

通常而言，不論是監控者或被監控者，若曾經或現在擔任越重要的政府公職，檔案的公共價值、歷史意義越重要，個人的隱私權會受到較多的限制，檔案更應該公開應用。

#邁向除垢與人事處置

看各國轉型正義過程的模式，當檔案逐步公開應用、真相逐漸明朗，也應啟動威權時間加害者的人事清查處置。從既有研究來看，大概有幾種模式：

✒排他型（exclusive）：禁止與過去政權有一定關聯之人，擔任政府特定職務；

✒融入型（inclusive）：賦予與過去政權有一定關聯者「第二次機會」，只要主動揭露過去所涉情節即可；

✒和解型（reconciliatory）：當事人主動揭露與過去政權之關係後，再進行相關的比對查證，以驗示其陳述聲明之正確性；

✒混合型（mixed）：組合前述三種類型之不同要素。

真相是邁向和解的基礎，不論後續如何明定制度化做法，現在各機關儘速徵集移轉檔案，補足歷史拼圖，是完整真相的第一步。

可惜目前大量的情治細胞，都還隱身在檔案中。應該盡速公開，才能尋求歷史真相。
