【台灣就業金卡辦公室首曝光!啟動外國人才一條龍服務】
全球疫情仍然險峻,有外國的優秀人才要來安全的台灣工作,但找不到窗口嗎?
國發會於去年10月設立「台灣就業金卡辦公室」,提供外籍高階人才來台從工作到生活的 #一條龍專案服務,默默營運至今已三個多月。
金卡辦公室設立以來,透過臉書社團、Email、電話及實體面談諮詢等方式,已服務超過1,100人次,內容包括來台前諮詢、申辦就業金卡,以及後續在台 #就業媒合、 #租屋、 #貸款、 #依親 及 #子女就學 等各項服務。
國發會同時也辦理多場協助持卡人對接 #台灣新創 或 #產業資源 之相關活動,除有效協助持卡人快速融入在台的工作與生活外,也藉此蒐集持卡人反饋意見,做為政策調整之依據。
#就業金卡的專網 第一階段網頁功能已建置完成,現正測試上線中,正式版本預計於今年3月上線;服務專線及電郵亦已設置完成。
施副主委說,未來無論是想要來台或已經來台的外國朋友,在生活工作上遇到疑問,皆可來電或來信諮詢,金卡辦公室一定竭盡所能,服務每一位外國朋友。

【NDC‘s Taiwan Employment Gold Card Office to serve as a single point of contact for the recruitment and assistance of foreign professionals working in Taiwan】
Deputy Minister Shih of the National Development Council has officially introduced the Taiwan Employment Gold Card Office (Gold Card Office), a single point of contact for the recruitment and assistance of foreign professionals working in Taiwan, under the Act for the Recruitment and Employment of Foreign Professionals to public. The office is located within the NDC building on Baoqing Road, and provides foreign talents with one-stop services including pre-arrival consulting, application process, matchmaking for work, housing, loans, family related services and more.
The Gold Card Office has been in operation since October 2020. Within these 2 months, it has served more than 1,100 people through the Gold Card Facebook group, email, telephone and physical office hours. The office has also held multiple events connecting Gold Card Holders with Taiwanese startups and industry related resources. It has already become one of the most important bridges between Gold Card Holders and the government. In addition to effectively helping Gold Card Holders with work and life in Taiwan, this is also a great opportunity to collect feedback from them as a basis for government policy adjustments.
The first phase of the Taiwan Employment Gold Card office website (https://goldcard.nat.gov.tw/zh/) has been launched. The official version is expected to be launched in March. 【唐鳳:「我不覺得現代世界還有天才的說法。」】那語言天才呢?
今早在台大外文系某教授的牆上,看到了一篇文章。文章敘述著對台灣的抗武肺戰役中扮演要角的天才政委唐鳳,在之前受媒體太報 (Tai Sounds) 採訪時談到「我不覺得現代世界還有天才的說法。」
她認為過去智商的測量方式,到達一定上限後就沒有什麼意義了。在人手一隻手機,很多答案都可以在 google 找得到的時代,天才跟一般人的差異實質不存在。她認為「科技的進步,就是輔佐每個人尋找解答的最佳方式。」
看到這篇分享文後,我也興奮地留言跟該教授分享我對於語言「天才」、或「語言天份」這件事情的看法:
➠ Likewise, I take the view that like genius, language aptitude is an anachronistic concept in the 21st century. In essence, good learners are strivers, experts of deliberate practice, and most of all, "language miners".
✔︎ 擁有哈佛、牛津學位,從小到大被爸爸講 "You know, you're not a genius!" 卻在 2013 因為「打破天才迷思」而得到「麥克阿瑟天才獎」的賓州大學心理學教授 Angela Duckworth 的恆毅力一書也不只一次提到: 『實際上最極致的人類成就,都只是很多平凡無奇的成份的綜合體。』(原文如下)
"The most dazzling human achievements are, in fact, the aggregate of countless individual elements, each of which is, in a sense, ordinary."
"Superlative performance is really a confluence of dozens of small skills or activities."
"Greatness is many, many individual feats, and each of them is doable."
✔︎ 關於語言天份 (天才),這邊有幾個面向想跟大大家分享
1️⃣ 有一次上搭配詞課時,學生問我 assure 和 insure 的分法,我的回答可能讓學生嚇了一跳。即便我可以回答,我沒有,反而我說:「關於什麼字跟什麼字的用法差別(字辨的問題),你可以先 google 和查字典看看。看完以後,妳可以告訴我你的結論。我再跟妳分享有什麼不盡正確、什麼是對的。有很大的機率是,當妳在做完這一步驟以後,妳問題就會被自己解決了,或是妳學會了在語言學習中,問更好的問題。」
2️⃣ 當學生問我怎樣寫作可以寫得很好時,我常常分享一句話:「我在寫作時,我很少用我沒有看過的用法。凡我寫出來的句子,一定是因為在我的短期、長期記憶裡,我知道我看過人家這樣寫。」當然這是有點誇張的說法,但概念相似。
所以當我改學生英文寫作改到很奇怪的用法時,我會一秒問:「你有查過 google 很多人這樣用過嗎?」
(Note: 當然,文學、創意寫作除外,但 99.999 在台灣用英文寫作者不是在寫這兩種類型)
3️⃣ Language aptitude 在約莫 30 年前,在應用語言學有很多研究,但後來逐漸式微。其實式微的原因一點都不意外。因為 aptitude 這個詞讓人感覺有一種「不可培養」、「命定」感、且「難以清楚定義」(也因此難以精準「測量」)。
隨著科學越來越進步,有越來越多第二語言習得專家轉而研究 "awareness"、"analytic skills"、"sensitivity to input"、"the ability to learn implicitly"、”working memory”, willingness to do deliberate practice"、"inductive learning skills" , “motivation”, 等等比天份更具體、且可培養的能力 甚至從2017年開始,Georgetown University 有教授開始研究 language proficiency 和 grit 的相關性)。
所以你覺得你沒有語言天賦?再想一想吧。
4️⃣ 1980 年代知名語言學家 Larry Selinker 曾經做過有關 good learners, bad leaners 的研究,但可能因為缺乏「政治正確性」,所以之後並沒有很多學者仿效。
• 這樣的研究嘗試去歸納、分析出成功的語言學習者、和相對不成功的語言學習者的差異。當然,妳一定馬上想到
「怎麼定義成功?」
「只要有努力,就是自己最大的成功!」
「嘗試學習第二個外語,不管學得好不好,都比只會講一個語言好!」
等等的辯駁,我也可以理解。所以這樣的研究才會因為「政治正確性」而式微。但在每年過年被親戚問「要怎麼學英文」的狀況下,我知道:
「雞湯固然激勵人心,漂亮的言論很好講也很熱門,但是大家心底還是想知道,要怎麼做比較好。大家心裡還是會去判斷,誰學得好誰學得不好。」
因此我還是覺得「政治正確性」在語言學習上有時不應該被視為 priority,尤其當學習者真的想進步、真的想要知道方向、方法的時候。很多事情不是志玲姊姊一句溫暖的「加油!」可以解決的。😂

巴黎人向來率性自然,在街頭、地鐵站內上不難發現有人隨處便溺,一陣陣的尿味在城市裏瀰漫着。偶爾還會遇到搶劫案,好像這次到訪巴黎,我們在擠擁的地鐵車廂裏,目睹了一宗搶劫案,到現在我們還能清楚記起受害人因為想捉住小偷而被車門夾着的尖叫聲。

巴黎人高貴,卻帶點冷傲,不屑於跟不懂法文的人交談,只要你不懂法文,「唔該借借、excuse me」,我們這耳熟能詳的句子,不要想像他們會用英文跟你說,可能連用法文跟你說的時間也省掉,反正你不懂😂,直接推開你較快😂😅;所以我們在一間藥妝店內不止一次被當地人推撞。

如果你嘗試向法國人問路,不訪先跟他們說bonjour,不要老是跟他們說hello,起碼他們可能會停下腳步,哈哈,不過我想大部分法國人都會用法文答你問題,儘管他們可能略懂英語;不過不要怪他們,反正入鄉隨俗,沒有理由要別人遷就我們。

法國人民族性極強,努力捍衛自己的文化,有趣。

People in Paris are born to be closed nature. Inside the streets and subway stations, it is not hard to find someone's leftover pee and that smell could surround you as you use the public transportation. Occasionally, there will be robberies and we witnessed once in the crowded subway train. Up til now, we could still recall the scream of the lady as her arm was stuck at the subway door while attempting to catch the thief.

People also appeared to be noble and arrogant. They don't bother to talk to others who don't speak French. Of course, you shouldn’t expect them to say “execute me” to you and they might push you when you are on their way which happened to us inside a crowded drug store multiple times.

So, our advice is always say “bonjour” before everything including when you wish to ask for direction. In that way, I believe most of French is happy to stop and help. Well. It is also highly possible that they will reply you in French regardless their fluency of English. Anyway, it is just part of the culture and, frankly, they have no obligation to accommodate us.

Somehow we feel that it is funny to observe their strong national pride and unique culture.
