#SojournAtNight (夜裡流浪) no.22: Marina Bay in Singapore.

對一個建築/都市規劃迷來說，新加坡是個讓人大呼過癮的城市，不但各種爭奇鬥豔的大樓櫛次鱗比，大大小小的造鎮與建案，都有著驚人的規模與效率，相較於一個重劃案可以拖個十幾二十年的「某海島」與「某世界強權」，不由得羨慕起這個城市發展的快速與欣欣向榮的景象。

只是，要達到這樣的效率與格局，完全不用付出任何代價嗎？

「新加坡政府是個管很多的政府。」在當地拜訪的友人毫不留情地表示。據友人的說法，什麼人可以買房子、房子價格多少、社區裡面多少比例分配給哪個族群等等，全部都是有規定的。最有趣的規定大概是「未婚者35歲前不得購買組屋（公共住宅）」，導致年輕人要嘛就在家窩到35歲，要嘛就跟男女朋友早早登記結婚。

此外，新加坡是有言論審查制度的，除了批評政府的言論不被允許之外，方言的使用在媒體上也是被禁止的（所以像台灣人那樣國語夾雜台語當然就不行了，雖然新加坡人還是一天到晚都把福建話的「死爸」（sibeh）掛在嘴邊就是了）。「如果要做文創，這裡其實不是個那麼好的地方。」友人表示。

在世界各地遊走，我見到的已開發國家可以粗分成兩大類，一種是崇尚民主、擁有高度言論自由、但所有事情都得慢慢來的國家，另一種則是有著強權政府、相信國家利益大於個人利益、一切事物都以超高效率進行著的國家。我的家鄉基本上算是前者，而新加坡毫無疑問的是屬於後者。這種似乎只能二選一而很難兩全其美的現實，說實在還蠻讓人感到悲觀的。

If you're a fan of architecture or urban planning like me, Singapore is a very satisfying city. Novel, eye-catching buildings are erected endlessly throughout the city at an astonishing speed. The prosperity and efficiency are very appealing to me.

However, the fast growth you see here doesn't come at no cost. Life in Singapore is highly regulated by the government. Take the example of housing market -- who can buy, how much a unit should be sold, and what percentage of a community should be allocated to which ethnicity, etc are all determined by the government. There's even an interesting policy: unmarried people cannot buy public housing before the age of 35. In addition, Singapore also has censorship. Critique of the government or use of non-official dialects are not permitted on media.

My homeland Taiwan is the exact opposite: fairly established democracy, full freedom of speech, while the economic stagnation can be frustrating. It's a bit disappointing to me that fast-growing economy and high level of freedom can hardly be attained and kept simultaneously.
