【NTPU - A milestone in my life ! 】
After graduating from Middle East Technical University in Turkey last year, I had long been interested in continuing my studies abroad and National Taipei University made that dream come true. With only four months doing my master’s degree in the International Program of Urban Governance/National Taipei University, I can say I learned a lot here.
First of all, I made lots of friends with different backgrounds from other foreign countries and the country I am in, some are almost like my family! I had the chance to enrich my understanding of different people and customs in a multicultural environment provided by NTPU and to challenge my assumptions or prejudices and to introduce myself to a new way of thinking about the world. Moreover, I believe that there is no better way to learn a new culture than by living it. I had the chance to immerse myself in the local culture—enjoying the food, festivities, and customs of Taiwan. I have visited several mountains and coastal areas and tried lots of local foods and drinks such as rice dumplings, beef noodles, stinky tofu, pineapple cake, and bubble tea, which leaves me speechless.
Secondly, NTPU provides us with a good education and teaching quality. I had the opportunity to get some courses from talented Professors who did their Ph.D. at the University of Cambridge, University of Washington, and the University of Maryland. They always demonstrate the sincere desire to teach and talk to us both in and out class so as to know us and our needs. Their student friendly attitude always encourages me to negotiate with them about both global issues and their research area, causing me to learn from them more and more. I can also claim that although it has been only four months since I started my master’s degree in IPUG, I became a lot more familiar with urban and urban problems than I could ever think thanks to my professor’s enthusiasm and ability to teach.
Finally, for students who want to pursue their Master’s Degree in a department which is related to urban in a student-friendly environment with outstanding scholars, there is no better place for you! IPUG sincerely embraces you.

My family was in the candle wholesale business, and since I was little, I would wear an apron with four pockets to sell joss paper with my family. Business was good back then, and we would make millions of NT$ each Lunar New Year. My father would take us everywhere—Japan, South Korea, Southeast Asia. When China lifted its travel ban on Taiwan, my family was one of the first groups to go. My parents never cared much about our education, and my mother thought girls ought to work in beauty salons. My first job was a sales clerk at a cosmetics and beauty shop. I left my job later and became a bookstore clerk. Because I felt a calling and wanted to contribute to Taiwanese society, I set my sights on becoming a reporter. I switched majors and was accepted into Chinese Culture University’s Journalism and Communications College.

念到社會學和馬克思,學到階級、勞動這些概念,開始對世界產生疑問;上楊祖珺的文化研究課,她帶我們去關心白米炸彈客楊儒門。以前覺得好人壞人的界線很清楚,會被警察抓的就是壞人,但旁聽開庭發現,楊儒門不像壞人,而且他的很多說詞都沒有被採納,例如他的炸彈即使「引爆」,也只會發熱冒煙;他說和警察約在警局外自首,但檢方認為他沒進派出所、是警方抓到他。社會上對於WTO架構下的農民處境,更是幾乎漠不關心。
When I started studying sociology and Marxism, I learned about concepts such as class struggle and the proletariat, and I began to have doubts about the world. When I took Professor Zujun Yang’s Cultural Studies course, she taught us about the Rice Bomber, Ru-Men Yang. Before, I felt that the line between good and evil was clear. Those captured by the police were all ”bad.” However, when I attended Ru-Men Yang ’s trial, he did not seem like a bad person. Parts of his testimony were inadmissible and ignored. For example, even though his bomb “exploded,” it only emitted smoke. Also, he said that he turned himself in outside the police station. However, the prosecution felt that since he did not enter the station, the police were the ones who caught him. Moreover, at the time, most people were apathetic to the plight of farmers under the WTO framework.

後來就到處抗爭。楊儒門的事告一段落,我又回去念書,因為對新聞產業有一定認識,覺得當記者也就那樣,所以跑去念世新社發所。黃德北老師鼓勵我們去社運團體看看,我選擇來台灣國際勞工協會(TIWA)當志工,就從2007年待到現在。
I later protested (Ru-Men Yang’s treatment) everywhere. Ru-Men Yang’s case eventually came to an end, so I returned to my studies. After I got to know the news industry a little better, I felt that I had pretty much learned what being a news reporter was like. So, I wanted to learn something new and began studying at the Graduate Institute for Social Transformation Studies at Shih Hsin University. There, Professor Te-Pei Huang encouraged us to experience social organizations, so I became a volunteer at the Taiwan International Workers' Association. I've been here since 2007.

從事移工相關工作,才讓我真正看到人的樣貌。剛到TIWA時,我協助一位看護工轉換雇主,她照顧的阿嬤覺得子女不要她了才找外勞照顧,又覺得自己生病,老公一定跟年輕看護工有染,所以阿嬤對她很壞,一直罵她、還把吃剩的骨頭丟進她的碗裡。
Being in this line of work has really opened my eyes to what people are truly like. When I began work at TIWA, I assisted a foreign care worker in transferring to another employer. The grandmother she took care of felt that she was abandoned by her children, so she contracted the worker to care for her. She then thought that her husband cheated on her with the worker, and became quite nasty. She would yell at the worker and once threw leftover bones in her bowl.

我記得有次在新北市政府開完協調會出來,剛好是耶誕節,耶誕城有尖尖的、像竹筍一樣的耶誕樹,她跟我說「姊姊,可以在這裡跟妳合照嗎?」然後眼淚擦一擦,拍照時又露出開心的笑容。原來,她是要拍給越南的家人看看,她在台灣有台灣人朋友。他們無論在台灣被怎麼糟蹋,在家人面前總會設法表現出混得很好的樣子,逢年過節就寄一箱禮物回家、買玩具給小孩。
I still remember this mediation session in New Taipei City. It was Christmas at the time, and the “Christmasland” in New Taipei City had these Christmas trees shaped like bamboo shoots. The foreign care worker said to me, “Sister, could I take a photo with you here?” She wiped away her tears and did her best to put on a smile for the photo. She wanted to show her family in Vietnam that she was doing well in Taiwan, even though she was mistreated. Every New Year, she would do her best to send back a box of gifts with toys for the children.

另一個我不太能接受的事情是,好像移工沒有被虐待,就不值得被關心。台灣人傾向從溫情或人權的角度,而不是從勞動者的角度去看移工。
Another thing I cannot accept is that no one cares about foreign workers unless there is news of their maltreatment. The Taiwanese people need to consider them as legitimate workers and not only care about them when there is a human rights violation.

Six years ago, my father passed away. My brother took over and tried to reinvigorate and transform the family business. He designed specialized joss paper to ward off backstabbers and even joss paper for dead pets. July is the peak season for the business, so I went back home to help out. I hand packed the products and folded paper lotus flowers for the dead. It's funny that we can get along with the dead, but we still attach labels to the living and draw lines between us. It’s quite ridiculous when you think about it.

Abstract:
1.Deep Learning based Wireless Resource Allocation
【Abstract】
Judicious resource allocation is critical to mitigating interference, improving network efficiency, and ultimately optimizing wireless network performance. The traditional wisdom is to explicitly formulate resource allocation as an optimization problem and then exploit mathematical programming to solve it to a certain level of optimality. However, as wireless networks become increasingly diverse and complex, such as high-mobility vehicular networks, the current design methodologies face significant challenges and thus call for rethinking of the traditional design philosophy. Meanwhile, deep learning represents a promising alternative due to its remarkable power to leverage data for problem solving. In this talk, I will present our research progress in deep learning based wireless resource allocation. Deep learning can help solve optimization problems for resource allocation or can be directly used for resource allocation. We will first present our research results in using deep learning to solve linear sum assignment problems (LSAP) and reduce the complexity of mixed integer non-linear programming (MINLP), and introduce graph embedding for wireless link scheduling. We will then discuss how to use deep reinforcement learning directly for wireless resource allocation with application in vehicular networks.
2.Deep Learning in Physical Layer Communications
【Abstract】
It has been demonstrated recently that deep learning (DL) has great potentials to break the bottleneck of the conventional communication systems. In this talk, we present our recent work in DL in physical layer communications. DL can improve the performance of each individual (traditional) block in the conventional communication systems or jointly optimize the whole transmitter or receiver. Therefore, we can categorize the applications of DL in physical layer communications into with and without block processing structures. For DL based communication systems with block structures, we present joint channel estimation and signal detection based on a fully connected deep neural network, model-drive DL for signal detection, and some experimental results. For those without block structures, we provide our recent endeavors in developing end-to-end learning communication systems with the help of deep reinforcement learning (DRL) and generative adversarial net (GAN). At the end of the talk, we provide some potential research topics in the area.
3.Machine Learning Interference Management
【Abstract】
In this talk, we discuss how machine learning algorithms can address the performance issues of high-capacity ultra-dense small cells in an environment with dynamical traffic patterns and time-varying channel conditions. We introduce a bi adaptive self-organizing network (Bi-SON) to exploit the power of data-driven resource management in ultra-dense small cells (UDSC). On top of the Bi-SON framework, we further develop an affinity propagation unsupervised learning algorithm to improve energy efficiency and reduce interference of the operator deployed and the plug-and-play small cells, respectively. Finally, we discuss the opportunities and challenges of reinforcement learning and deep reinforcement learning (DRL) in more decentralized, ad-hoc, and autonomous modern networks, such as Internet of things (IoT), vehicle -to-vehicle networks, and unmanned aerial vehicle (UAV) networks.
Bio:
Dr. Geoffrey Li is a Professor with the School of Electrical and Computer Engineering at Georgia Institute of Technology. He was with AT&T Labs – Research for five years before joining Georgia Tech in 2000. His general research interests include statistical signal processing and machine learning for wireless communications. In these areas, he has published around 500 referred journal and conference papers in addition to over 40 granted patents. His publications have cited by 37,000 times and he has been listed as the World’s Most Influential Scientific Mind, also known as a Highly-Cited Researcher, by Thomson Reuters almost every year since 2001. He has been an IEEE Fellow since 2006. He received 2010 IEEE ComSoc Stephen O. Rice Prize Paper Award, 2013 IEEE VTS James Evans Avant Garde Award, 2014 IEEE VTS Jack Neubauer Memorial Award, 2017 IEEE ComSoc Award for Advances in Communication, and 2017 IEEE SPS Donald G. Fink Overview Paper Award. He also won the 2015 Distinguished Faculty Achievement Award from the School of Electrical and Computer Engineering, Georgia Tech.
Li-Chun Wang (M'96 -- SM'06 -- F'11) received Ph. D. degree from the Georgia Institute of Technology, Atlanta, in 1996. From 1996 to 2000, he was with AT&T Laboratories, where he was a Senior Technical Staff Member in the Wireless Communications Research Department. Currently, he is the Chair Professor of the Department of Electrical and Computer Engineering and the Director of Big Data Research Center of of National Chiao Tung University in Taiwan. Dr. Wang was elected to the IEEE Fellow in 2011 for his contributions to cellular architectures and radio resource management in wireless networks. He was the co-recipients of IEEE Communications Society Asia-Pacific Board Best Award (2015), Y. Z. Hsu Scientific Paper Award (2013), and IEEE Jack Neubauer Best Paper Award (1997). He won the Distinguished Research Award of Ministry of Science and Technology in Taiwan twice (2012 and 2016). He is currently the associate editor of IEEE Transaction on Cognitive Communications and Networks. His current research interests are in the areas of software-defined mobile networks, heterogeneous networks, and data-driven intelligent wireless communications. He holds 23 US patents, and have published over 300 journal and conference papers, and co-edited a book, “Key Technologies for 5G Wireless Systems,” (Cambridge University Press 2017).
