“If you don't know the words, that means you don't understand the concept, and therefore, you don't even realize that concept is even a possibility.” —— human rights activist Yeonmi Park。
★★★★★★★★★★★★
I was born in 1993 in the northern part of North Korea, in a town called Hyesan, which is on the border with China. I had loving parents and one older sister. Before I was even 10 years old, my father was sent to a labor camp for engaging in illegal trading. Now, by "illegal trading" -- he was selling clogs, sugar, rice and later copper to feed us. In 2007, my sister and I decided to escape. She was 16 years old, and I was 13 years old.
1. on the border with 鄰近邊界
2. labor camp
3. illegal trading
★★★★★★★★★★★★
I need you to understand what the word "escape" means in the context of North Korea. We were all starving, and hunger means death in North Korea. So it was the only option for us. I didn't even understand the concept of escape, but I could see the lights from China at night, and I wondered if I go where the light is, I might be able to find a bowl of rice. It's not like we had a grand plan or maps. We did not know anything about what was going to happen. Imagine your apartment building caught fire. I mean, what would you do? Would you stay there to be burned, or would you jump off out of the window and see what happens? That's what we did. We jumped out of the house instead of the fire.
4. in the context of 在⋯⋯的情境中
5. concept
6. a grand plan
7. catch fire
★★★★★★★★★★★★
North Korea is unimaginable. It's very hard for me when people ask me what it feels like to live there. To be honest, I tell you: you can't even imagine it. The words in any language can't describe, because it's a totally different planet, as you cannot imagine your life on Mars right now. For example, the word "love" has only one meaning: love for the Dear Leader. There's no concept of romantic love in North Korea. And if you don't know the words, that means you don't understand the concept, and therefore, you don't even realize that concept is even a possibility.
8. unimaginable
9. no concept of...
10. romantic love
★★★★★★★★★★★★
Let me give you another example. Growing up in North Korea, we truly believed that our Dear Leader is an almighty god who can even read my thoughts. I was even afraid to think in North Korea. We are told that he's starving for us, and he's working tirelessly for us, and my heart just broke for him. When I escaped to South Korea, people told me that he was actually a dictator, he had cars, many, many resorts, and he had an ultraluxurious life. And then I remember looking at a picture of him, realizing for the first time that he is the largest guy in the picture. And it hit me. Finally, I realized he wasn't starving. But I was never able to see that before, until someone told me that he was fat.
11. an almighty god
12. tirelessly
13. a dictator
14. it hit me 突然想到、意識到
16. ultraluxurious
17. have a…life 過著⋯⋯的生活
★★★★★★★★★★★★
Really, someone had to teach me that he was fat. If you have never practiced critical thinking, then you simply see what you're told to see. The biggest question also people ask me is: "Why is there no revolution inside North Korea? Are we dumb? Why is there no revolution for 70 years of this oppression?" And I say: If you don't know you're a slave, if you don't know you're isolated or oppressed, how do you fight to be free? I mean, if you know you're isolated, that means you are not isolated. Not knowing is the true definition of isolation, and that's why I never knew I was isolated when I was in North Korea. I literally thought I was in the center of the universe.
18. critical thinking
19. revolution 革命
20. dumb
21. oppression
22. isolated and oppressed

So here is my idea worth spreading: a lot of people think humans inherently know what is right and wrong, the difference between justice and injustice, what we deserve and we don't deserve. I tell them: BS. Everything, everything must be taught, including compassion. If I see someone dying on the street right now, I will do anything to save that person. But when I was in North Korea, I saw people dying and dead on the streets. I felt nothing. Not because I'm a psychopath, but because I never learned the concept of compassion. Only, I felt compassion, empathy and sympathy in my heart after I learned the word "compassion" and the concept, and I feel them now.
23. inherently
24. justice and injustice
25. psychopath
26. compassion, empathy and sympathy
*compassion: a strong feeling of sympathy and sadness for the suffering or bad luck of others and a wish to help them
empathy: the ability to share someone else's feelings or experiences by imagining what it would be like to be in that person's situation
sympathy: (an expression of) understanding and care for someone else's suffering
★★★★★★★★★★★★
Now I live in the United States as a free person.
★★★★★★★★★★★★
And recently, the leader of the free country, our President Trump, met with my former god. And he decided human rights is not important enough to include in his agendas, and he did not talk about it. And it scares me. We live in a world right now where a dictator can be praised for executing his uncle, for killing his half brother, killing thousands of North Koreans. And that was worthy of praise. And also it made me think: perhaps we all need to be taught something new about freedom now. Freedom is fragile. I don't want to alarm you, but it is. It only took three generations to make North Korea into George Orwell's "1984." It took only three generations. If we don't fight for human rights for the people who are oppressed right now who don't have a voice, as free people here, who will fight for us when we are not free? Machines? Animals? I don't know.
27. agenda 議程
28. be praised for 因⋯⋯獲得讚揚
29. execute (v.) 處決
30. worthy of sth
31. fragile
★★★★★★★★★★★★
I think it's wonderful that we care about climate change, animal rights, gender equality, all of these things. The fact that we care about animals' rights, that means that's how beautiful our heart is, that we care about someone who cannot speak for themselves. And North Koreans right now cannot speak for themselves. They don't have internet in the 21st century. We don't have electricity, and it is the darkest place on earth right now. Now I want to say something to my fellow North Koreans who are living in that darkness. They might not believe this, but I want to tell them that an alternative life is possible. Be free.
32. speak for oneself

From my experience, literally anything is possible. I was bought, I was sold as a slave. But now I'm here, and that is why I believe in miracles. The one thing that I learned from history is that nothing is forever in this world. And that is why we have every reason to be hopeful. Thank you.
34. slave
35. miracle

Language goes beyond a sealed system governed by a rigid set of rules. To fully understand the meaning of a word, one must look further than connotation and denotation, and also take context into consideration. In this case, one needs to examine the social, political, economic, and even statistical contexts of the terms.
Does “confirmed cases,” for example, mean the same thing in every country before and during the coronavirus outbreak? What about “lockdowns”? Does it mean that the government is advising people to stay home or is someone nailing your door shut? Some food for thought when reading about the coronavirus outbreak.
Making sense of the coronavirus pandemic requires getting up to speed on semantics as much as epidemiology. Government officials and health care professionals toss off mentions of mortality rates, flattening the curve and lockdowns, assuming that we know what they mean. But the terms mean different things from country to country, state to state, even city to city and person to person. Officials use the same phrases about mass testing, caseloads and deaths to describe very different situations. That makes it hard to give clear answers to vital questions: How bad are things? Where are they headed?
1. make sense of… 理解……
2. get up to speed on 了解最新情況;跟上進度
toss off: https://www.merriam-webster.com/dictionary/toss%20off
★★★★★★★★★★★★
People search for insight by comparing their countries to those that are further along in the epidemic. But if the terms are misleading or used in differing ways, the comparisons are flawed. Also, the statistics and vocabulary offer a false sense of precision while in reality, the information we have shows only a fraction of what’s going on. “The new cases or deaths each day are given as exact numbers, and we’re trained to take that at face value,” said Mark N. Lurie, an epidemiologist at Brown University’s School of Public Health. “But those are far from exact, they’re deeply flawed, and their meaning varies from place to place and from time period to time period.”
4. be further along in 在……
5. at face value
★★★★★★★★★★★★
I. Confirmed Cases
Countries vary wildly in testing for the virus and how they report the numbers, and experts say most infections are going undetected. So the publicized national tallies are rough, incomplete pictures that may not be all that comparable. And that’s if countries are forthcoming about their data.
6. vary wildly in 在……
7. publicize
8. national tallies
9. incomplete pictures
10. forthcoming

⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹
Officials in the United States say that China, which has reported more than 82,000 infections, has understated its epidemic. Until this week, the Chinese government excluded those patients who tested positive for the virus but had no symptoms. China also doesn’t say how many tests it has conducted, and doubts have been raised about whether it has tested extensively in Xinjiang, the province where it holds hundreds of thousands of Muslims in indoctrination camps. The Covid Tracking Project, run by The Atlantic, has tried to compile all the numbers in the United States and reports more than 1.2 million tests so far, over 3,600 per million people.
11. understate
12. exclude
13. indoctrination camps
14. run by 由……
★★★★★★★★★★★★
II. Widespread Testing
It matters not only how many people are tested, but also when, and who they are. Once again, countries differ, shaping what the numbers mean. A few countries, like South Korea, Australia and Singapore, got serious about mass testing early on. They used the information to do ambitious contact-tracing — finding and testing those who had recently been near infected people, even if they had no symptoms.
15. it matters
16. not only……, but also……
17. get serious about 認真對待某事
18. early on 在早期
⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹
But most nations with large numbers of cases have done less testing, waited longer to do it in bulk, and made little attempt at contact tracing. They find themselves playing catch-up with the virus, ramping up testing after their outbreaks had already mushroomed. They detect more cases, but by then it’s hard to tell how much of that growth is the expanding epidemic and how much is expanding surveillance. Unable to meet the demand, they often limit testing to the sickest patients and health workers.
19. in bulk 大量
20. make little attempt
21. ramp up 增加*
22. mushroom (v.)
23. meet the demand
24. limit……to 將……

III. Fatality Rates 致死率
It has been stated time and again: Italy and Spain have high mortality rates among coronavirus patients, Germany’s is low, and China’s is somewhere between. It may not be that simple. Counting the dead is as flawed and inconsistent as counting the infected. Recent reports say that mortuaries in Wuhan, China, where the disease was first discovered, have ordered thousands more urns than usual, suggesting a much higher death toll than the city’s official count, 2,535. The outbreaks in Wuhan, and parts of Italy and Spain, overwhelmed hospitals, forcing many sick people to ride it out at home. No one knows how many people have recovered or died without ever being tested. And if only the sickest patients are tested, then the number of infections will appear smaller and the percentage who die will seem higher.
25. time and again
26. as flawed and inconsistent as 像……
27. mortuary
28. urn
29. suggest
30. death toll
31. to ride it out 安然渡過(難關)*

IV. The Peak
Officials often talk about when the epidemic peaks or plateaus — when a country “flattens the curve.” But they rarely specify, the peak of what? And how can we be sure we’re past it? When an outbreak is growing unchecked, more people become infected and more die each day than the day before. On a graph, the curve showing the daily count of new cases has gone from rising sharply to moving sideways — the curve has flattened — and even begun to move downward. That is one corner being turned: The rate of the spread of the virus has slowed down. It takes longer to turn another: the rate of people dying.
32. from rising sharply to moving sideways
33. turn the corner
turn the corner: https://www.merriam-webster.com/dictionary/turn%20the%20corner
⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹
But even when those curves flatten, the epidemic still has not “peaked” by another crucial measure: the number of active cases. That figure continues to rise until the number of patients who either die or recover each day is larger than the number of new infections. To ease the staggering load on health care systems, the active cases curve must also flatten and then fall.
34. peak (v.)
35. either……or…… 不是……就是……
36. staggering

V. Lockdowns
More than two billion people, including most Americans, are living under something usually called a lockdown. But there is no set definition of that word — or related terms like stay-at-home mandates and social distancing — so the details differ from place to place. The biggest differences may be in enforcement. Some places, like those in the United States with lockdowns, mostly rely on people to follow the rules without coercion. But Italy and others have deployed soldiers to ensure compliance, and French police have fined hundreds of thousands of people for violating restrictions. China, in addition to using security forces, mobilized an army of volunteers, ratcheting up social pressure to obey.
37. set definition
38. enforcement
40. deploy 部署
41. compliance 服從
42. fine
43. in addition to 除了……之外
44. mobilize 動員
45. ratchet sth up/down 逐步增加/減少
⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹⊹
Italy’s experience shows the looseness of the term. It has gone through several phases of restrictions, applying them to more people, making them stricter and increasing enforcement. A few weeks ago, a person could travel around Italy for a valid work or family reason. Now, people are fined for nonessential walking too far from their homes. But each stage was widely called by the same name: lockdown.
46. looseness
47. valid

Taichung Declaration:
《Taichung Declaration》
A New Proposal for GNP
Have you ever thought about that, sound of blooming, could be heard?
Modern people are busy in earning their livings when they are pursuing the development of economics and technologies. They’ve been too busy to see things through so they’ve forgotten to listen to the hearts, realize the nature how close they are relying on the environment.
In 2018, let’s find out the balance for ourselves, let’s listen to the whispers of the nature, let’s listen to the happy sounds of the blooming, we can feel the the value of life and how great to be alive. After all, the meaning of life is to make the world better.
2018 Taichung World Flora Expo will raise a new proposal for GNP. GNP has it’s own life and means Green, Nature and People so it is no more a neutral number of Gross National Product. GNP stands for green productivity and facilitating the ecological eternity to make people’s living better.
It’s the time to move forwards, it’s the time to look back to the past. When we move forwards to develop the smart technologies in the future, we should remember to turn to embrace the nature again to facilitate the ecological eternity. We believe the prosperity and environmental protection can exist concurrently while the technologies can live with the nature.
Green Productivity
City in green and green in the city. The economical growth traded off by the environment will no more last as we know quite well how to play the role as one of the members in the global village. By applying green technologies, reducing energy consumption and create the shared resources to construct a sustainable city with green production and green economics as the backbone.
Nature Sustainability
The mountain geography left from the ice age and the recent wetland scenes formed by the waves and tides are all the low polluted ecological environment and diverse biological systems we would like to sustain. We will never pay the price of nature to pursue the technological prosperity again. We will rebuild the tight connections between people and nature to find back the harmony and balance between people and nature.
People with Green-ability
We are anticipating people will develop their green concepts and capabilities. Such trivial things as personal thought, diet, living and action or big scope as urban construction and future development, all of them will become the group energy of Green to contribute to the international society. So-called green concepts is to implement the actions, including respect the varieties and embrace diversity. No matter in the aspects of culture, race, politics, education or religion, we will maintain the old traditions and develop the innovations to share a better future with everyone. The aesthetics of living is to live with varieties and grow with the compatibilities.
We believe,
The perfect balance among production, ecology and living can be obtained.
Listen to the nature, connect with the society and link to the world.
Collaborate and facilitate the development of international non-government organizations.
Create the new model of urban management.
Because we connect with each other,
We will share the achievements and good results.
