#Philippines to Boost #Patrol #Boat Fleet to Target Poachers
#MANILA, -- As part of an effort to crackdown on alleged poachers from Taiwan and China, the Philippines will buy up to 100 new patrol boats, officials said on Monday, increasing their fleet numbers several times over.
Most of the ordered vessels are expected to be delivered by the end of the year and, according to Bureau of Fisheries and Aquatic Resources chief Asis Perez, will include 71-short range boats for coast patrol and 27 mid-to-long range that will be able to go further out to sea.
The delivery will substantially increase the Philippines’ current small fleet of just 20 vessels, patrolling around 22,370 miles of coastline.
"This is just fulfilling our mandate," Perez told AFP. "Our country has eight times more sea area than land. We have 36,000 kilometers (22,370 miles) of coastline and over 7,100 islands."
Describing them as "law-enforcement" vessels, Perez said they would primarily serve to boost the agency’s 20 patrol boats and protect the Philippines’ fishery resources. He also added that the agency will be seeking more funding for 10 larger boats that can patrol the high seas.
"We need additional vessels," he said. "These are actually short of our needs but this is all we can afford."
Philippines authorities have arrested several Chinese and Taiwanese fishermen for allegedly poaching in disputed territories. The latest incident in May resulted in a standoff between Taiwanese and the Philippines patrol boats when the latter attempted to arrest a Taiwanese fishing boat off the Northern Batan islands.
Confrontations between the Philippines and Taiwan have risen in recent years after the fatal shooting of a Taiwanese fisherman by Filippino patrolmen in 2013.
Tensions have similarly been simmering between the Philippines and China over the South China Sea, with both countries laying claim to the waterway that sees an estimated worth of $5 trillion in ship-bound trade annually.
The Philippines accuses China of fortifying its sovereignty over the region through its construction efforts in the contested Spratlys archipelago, however, Beijing has maintained that this falls under the scope of its sovereignty. In response to the perceived Chinese threat, the Philippines has sought to purchase new weapons to augment its poorly equipped military and has strengthened its alliance with countries like Japan and the US.

BRP Lake Caliraya, #Navy's first oil #tanker, joins #Philippine Fleet
#MANILA, -- A former tanker of the Philippine National Oil Company was commissioned into the Philippine Navy in rites at Fort San Felipe in Cavite City on Saturday.
According to the Philippine Navy, BRP Lake Caliraya (AF81), formerly MT Lapu-Lapu, was donated to the military in March 2014 and went through dry dock and repairs in Batangas and Cavite before beinf commissioned.
“With the commissioning of this oil tanker, the Navy has now a credible POL [petroleum, oil, lubricants] delivery platform that shall extend the operational range and scope of our ships especially those operating in the high seas and the [Exclusive Economic Zone],” Vice Adm. Jesus Millan, flag officer in command of the Philippine Navy, said.
BRP Lake Caliraya is a single product replenishment platform that has a depot-to-ship, ship-to-depot, and a ship-to-ship refueling capabilities, the Navy said.
Built in Zhejiang Zhongxing Shipyard in Taizhou, in the Peoples Republic of China in November 2007, the tanker was one of the biggest vessels in the PNOC's fleet and was used to transport bunker fuel across the country.
Now a part of the Philippine Fleet, BRP Lake Caliraya is commanded by Lt. Cmdr. Mamerto Goleta and crewed by selected officers and men of Sealift Amphibious Force.

#MOSCOW, -- According to Russian news agency TASS, quoting an industry source, the new generation project 22350 frigate "Admiral Gorshkov" (hull number 417) will continue its sea trials with the Russian Navy Northern Fleet in the Barents Sea. So far, the ship was mostly located in St. Petersburg (where it was assembled by Severnaya Verf shipyard) and conducted initial trials in the Gulf of Finland.
The first phase of the sea trials focused on the navigation performance of the new vessel. Key elements such as the propulsion, steering gear, auxiliary machinery, communication, detection and navigation equipment, anchor gear etc. were thoroughly tested.
"While the ship is in St. Petersburg, at Severnaya Verf, it is being prepared for the second phase of tests at sea to be conducted on the northern ranges," - a spokesman said, without specifying the date when the new Frigate will head to the Barents Sea.
He noted that the ship will be delivered to the Russian Navy Fleet this year as planned initially.
Some Russian media previously reported about problems in the power plant of the frigate. The shipyard dismissed these reports and said there were "no problems" with the power plant. "The ship pefromed well in the initial tests, the sailors and crew are very happy. This is a completely new design and its tests are carried out very carefully," - said the representative of the shipyard.
The first ship of the class "Admiral Gorshkov" was laid in February 2006 and launched in October 2010. There are currently 3 other frigates of the class under construction at the St Petersburg shipyard: "Fleet Admiral Kasatonov" laid down in November 2009, "Admiral Golovko" laid down in February 2012 and "Admiral of the Fleet of the Soviet Union Isakov" laid down in November 2013.
